MINUTES of a MEETING of the Planning and Development Committee held REMOTELY on Tuesday 23 March 2021 at 7:00pm

2. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 AND TO RECEIVE ANY APPLICATIONS FOR DISPENSATION

Councillor Plastow made a declaration of interest in item 8 (request for a TRO on Ashcroft Road). The interest declared was a family members lived on Ashcroft Road.

3. MINUTES FROM THE PREVIOUS MEETING (Paper A)

Minutes of the meeting of Planning and Development Committee held on Tuesday 23 February 2021

RESOLVED that the minutes of the Planning and Development Committee meeting held on Tuesday 23 February 2021 be confirmed and signed as a correct record.

Note: Councillor Panter abstained from voting on the above resolution.

4. PLANNING APPLICATIONS

i. Application Ref No: 142495 (3/3/21, 28 days)
Proposal: Planning application for ground floor extension to form garage, together with first floor extension above.
Location: 43 Pingle Close, Gainsborough

RESOLVED that Committee have no objections to the proposal.

ii. Application Ref No: 142519 (5/3/21, 28 days)
Proposal: Planning application for two storey front extension and single storey side extension
Location: 2 Bettys Lane, Gainsborough

RESOLVED that Committee have no objections to the proposal.

iii. Application Ref No: 142414 (4/3/21, 14 days)
Proposal: Planning application to extend mezzanine floor of existing flat to create additional flat and extend mezzainine floor of existing 1no. bed flat to create 2no. bed flat

 RESOLVED that Committee have no objections to the proposal.

iv. Application Ref No: 142208 (5/3/21, 28 days)
Proposal: Planning application for variation of condition 16 of planning permission 138921 granted 29 August 2019 re: completion of roundabout
Location: Land at Foxby Lane, Gainsborough

Amendment: I refer to previous consultation on the above and now inform you that the application has been amended as follows.

CHANGE TO CONDITION 16 TO COMPLETE THE ROUNDABOUT AT MIDDLEFIELD LANE PRIOR TO THE OCCUPATION OF ANY DWELLING. THE ROUNDABOUT AT THE JUNCTION OF FOXBY HILL AND LEA ROAD TO BE COMPLETED PRIOR TO THE OCCUPATION OF THE 100TH DWELLING

 RESOLVED that Committee have no objections to the proposal.

Proposal: for the purposes of Regulation 3 of the Town and Country Planning General Regulations 1992, to retain the mobile building stationed within the school ground.

Committee NOTED the decision.

 iii. Application Ref No: 142199 (Paper D)

Proposal: Planning application for change of use of retail unit to dessert/ice cream house including redecoration of shop front and installation of lift and WC.
Location: 11-15 Silver Street Gainsborough

Committee NOTED the decision.

 iv. Application Ref No: 142200 (Paper E)
Proposal: Listed building consent for change of use of retail unit to dessert/ice cream house including redecoration of shop front and installation of lift and WC.

 v. Application Ref No: 142250 (Paper F)

Proposal: Planning application to erect 2.43m high security fencing to site perimeter

Location: Environment Agency, Corringham Road, Gainsborough

Committee NOTED the decision.

6. STREET NAMING

Members NOTED that none had been received.

7. TREE PRESERVATION ORDERS

Members NOTED that none had been received.

8. Traffic Regulation Order Request (Paper G)

Committee to consider request from a member of the public to support a request for a TRO on Ashcroft Road, Gainsborough.

RESOLVED to RECOMMEND to the County Councillor that a parking scheme be set up on the east side of Ashcroft Road, Gainsborough.

 9. GAINSBOROUGH TOWN NEIGHBOURHOOD PLAN (Paper H and Paper I)

Committee NOTED the NP documents (Paper H) relevant to the referendum: the Regulation 18 Decision Statement, Notice of Referendum, Referendum Information Statement and Specified Documents.

 Committee considered a proposal for advertisement of the Neighbourhood Plan Referendum (PAPER I).

 RESOLVED to approve the proposal at section 3 of the report as follows:

  • Send a poster to schools, colleges, the hospital, etc and ask them to post it in a visible place.
  • Ask Town Councillors to share the information with contacts.
  • Advertise the referendum on the Town Council’s social media, website, and physical noticeboards.
  • When appropriate display boards with information and a copy of the plans to be placed at the Community Hub.
  • WLDC are to be approached to see if noticeboards in the Town Centre could be used for large posters.
  • 50 posters for lampposts on major roads throughout the town (assuming permission is given by LCC).
  • A banner for the front of Richmond House and for the front of Marshalls Sports Ground.

Officers will therefore seek quotes and manage the production process for 50 lamppost posters, 2 banners, 100 posters for highly visible places (schools, hospital, shops etc) and some large A2 size maps and posters for the Community Hub and large noticeboards.

Should the budget not be sufficient the Town Clerk could clarify which elements are to be amended with the Cllr Dobbie as the Chairman of the Committee.

Assuming permission Is given by LCC Cllr Dobbie has said that he could oversee the fixing of posters to lampposts. Officers could manage all other advertisement activity including design and production. Cllr Dobbie has said that he will make contact with the Chairman of the Working group to see if he wishes to assist.

Note: Cllr Craig and Cllr Plastow declared a personal interest in relation to the Community Hub.
