RESOLVED that Councillor Craig be elected Vice Chairman of the Management and Finance Committee for 2019/20.

RESOLVED that commencement time of scheduled Management and Finance Committee meetings in 2019/20 be 7:00pm.

RESOLVED that the minutes of the Management and Finance Committee meeting held on Tuesday 30 April 2019 be confirmed and signed as a correct record.

 

Note: Councillors Boles, Dobbie, Panter, Rollings and Velan abstained from voting on the above resolution.

  1. MONTHLY BANK RECONCILIATION SIGN OFF FOR APRIL (Paper E)

 

RESOLVED to accept and sign off the Bank Reconciliation for 30 April 2019.

 

 

  1. COMPLAINTS (Paper F)

 

Members NOTED the report received from the Clerk.

 

 

  1. PUBLIC SPACE PROTECTION ORDERS (Paper G)

 

The Chairman invited Members of the public to make representation to the Committee under Standing Order 3f.

 

A Member of the public advised that during the petition process the public response has been for a total dog ban at the General Cemetery.

 

The Chairman provided Members with the history of the issue with dogs at the General Cemetery and a full discussion ensued.

 

Councillor Key suggested not banning dogs initially from the General Cemetery.

Note: Councillors Dobbie and Key voted against the above resolution, as whilst they supported control measures in the cemeteries to ensure dogs are kept on a lead they were in objection to the No Dogs submission for these sites.

 

Note: 4 x Members of the Public and Councillors Panter and Plastow left the meeting at 7.56pm.

 

 

  1. INSURANCE RENEWAL FOR THE PERIOD 01 JUNE 2019 – 31 MAY 2020 (Paper H)

 

RESOLVED under Standing Order 10.a.xi to exclude the press and public from a meeting in respect of confidential or other information which is prejudicial to the public interest.

 

Members considered the Insurance renewal premium for 01 June 2019 to 31 May 2020.

 

RESOLVED TO RECOMMEND TO FULL COUNCIL to make a retrospective budget virement from general reserves to Insurance of £290.06 in order to accept the renewal quotation from Zurich for the period 01 June 2019 to 31 May 2020 ensuring there is no lapse in cover and extend insurance to include railings and gates at North Warren Cemetery.

 

 

  1. PURCHASE OF SAFETY GRAVE COVERS (Paper I)

 

Members considered the purchase of x2 safety grave covers for use in the General Cemetery.

 

RESOLVED to RECOMMEND TO FULL COUNCIL to purchase of 2 x secure grave covers at a total cost of £900.00 excluding VAT via a budget virement from general reserves.

 

 

  1. SANDSFIELD LANE (Paper J)

 

The Town Clerk informed Members she was awaiting further information from the Solicitors in relation to the current position of Sandsfield Lane lease arrangements following investigation in 2017/18.

 

RESOLVED to defer the item until the next meeting.

 

 

  1. TRINITY STREET METER

 

The Responsible Finance Officer updated Members in relation to ongoing dispute regards meter values and credit balance of the Trinity Street Electricity meters, advising that the former supplier had provided a wrong meter read for the meter when transferring the supply to Unicom. Unicom are now disputing this with the former supplier.

 

 

  1. ANCHOR POINT TESTING

 

Members considered the position in relation to retesting of anchor points.

 

  • 20 anchor points tested in 2016 for banner
  • 77 anchor points tested in 2017 for Christmas decorations
  • 10 anchor pointed tested in 2017 for banners

 

Anchor points require testing every 3 years and require different tests for use for banners and Christmas decorations.

 

Marshalls Yard have requested use of anchor points that need retesting in June 2019.

 

RESOLVED that Marshalls Yard / WLDC can have the anchor points tested for use of banners in 2019 but at their own cost. Gainsborough Town Council will test all anchor points in 2020 for Christmas decorations and in specific locations for banners.
