MINUTES of a Meeting of the Property and Services Committee held in the Ceremony Room, Richmond House, Richmond Park, Morton Terrace, Gainsborough on Tuesday 12th October 2021 at 7.00pm

1. APOLOGIES FOR ABSENCE

Councillor Richard Craig – ex officio

Councillor Baptiste Velan

2. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 AND TO RECEIVE ANY APPLICATIONS FOR DISPENSATION

None received.

3. MINUTES OF THE PREVOUS MEETING (Paper A)

Minutes of the meeting of Property and Services Committee held on Wednesday 11 August 2021

RESOLVED that the minutes of the Property and Services Committee held on Wednesday 14 September 2021 be confirmed and signed as a correct record.

Note: Councillor Matt Boles arrived at 7.02pm

4. ALLOTMENTS ISSUES (Paper B)

Committee discussed items within the report thoroughly.

RESOLVED that the Operations Manager seek further advice from the HSE and a report be brought to the next available meeting of the Property & Services Committee.

Members discussed the allotment request to keep ducks.

RESOLVED to refuse granting permission to keep ducks.

Councillor Dannatt requested clarification as to why allotment complaints were being directed to the Finance & Strategy meeting. Councillors Boles and Key identified that it was in accordance with the complaints policy.

5. MARSHALLS MAIN PAVILLION BOILER

The Operations Manager gave the committee an update in the absence of the acting Town Clerk. The committee noted that Gary Reevell at WLDC would be asking an expert to assess the efficiency and current demand of the boiler at the Marshalls facility.

6. RICHMOND PARK WINTER OPENING TIMES

Members discussed the issues surrounding gate locking

RESOLVED to lock all gates on Richmond Park from the 1 November 2021 at 4pm Mondays-Thursdays and to lock the vehicle access gate only on a Friday at 4pm as to only allow pedestrian access over the weekends.

7. PLAY AREA INSPECTIONS (Paper C)

RESOLVED to defer this item to the Finance & Strategy Committee meeting to be held on Tuesday the 16 November 2021.

8. REMEMBRANCE SUNDAY (Paper D)

Members noted the update.

RESOLVED not to provide refreshments at this year’s event.

9. CHRISTMAS LIGHTS SWITCH ON

The committee received an update form Councillor Boles on plans so far and noted that it would be an item on the next Finance & Strategy Committee meeting agenda.

10. SHOP CHRISTMAS TREE SCHEME

Members discussed the tree scheme.

RESOLVED to not continue to offer the scheme, but to offer the shops the opportunity to own a tree outright for a small donation.

11. GAINSBOROUGH IN BLOOM

Note: Councillor Key left the meeting at 8.03pm. Councillor Plastow sat in as Chair in Councillor Key’s absence.

Members discussed the agenda item.

Note: Councillor Key re-joined the meeting at 8.04pm.

RESOLVED: to contact Gainsborough in Bloom to discuss their plans and ask how the Council can assist.

Note: Councillor Dannatt left the meeting at 8.07pm.

12. 2022/2023 BUDGET

Committee noted the need to consider budgets.

13. EXCLUSION OF THE PRESS AND PUBLIC

Due to the confidential nature, members RESOLVED to exclude the press and public from the meeting during consideration of the next four items in accordance with the Public Bodies (Admission to Meetings) Act 1960.

Note: Councillor Dannatt re-joined the meeting at 8.10pm.

14. GENERAL CEMETERY RESURFACING

Members discussed the quote with input from the Operations Manager.

RESOLVED to ask the Operations Manager to obtain an additional quote from one of the companies to ensure that quotations are comparative and to submit to the Full Council Meeting in November.
