2. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 AND TO RECEIVE ANY APPLICATIONS FOR DISPENSATION
Councillor Plastow made a declaration of interest in item 4xiv. The interest declared was his wife knew the resident of the property.
3. MINUTES FROM THE PREVIOUS MEETING (Paper A)
Minutes of the meeting of Planning and Development Committee held on Tuesday 23 March 2021
RESOLVED that the minutes of the Planning and Development Committee meeting held on Tuesday 23 March 2021 be confirmed and signed as a correct record.
Note: Councillor Schofield abstained from voting on the above resolution.

Proposal: Planning application to install roller shutters to the front elevation.

NOTED that permission had already been granted.
ii. Application Ref No: 142600
Proposal: Application for approval of reserved matters to erect 80no. dwellings, considering appearance, landscaping, layout and scale, following outline permission 133351 granted 22nd June 2016 being variation of condition 1 of planning permission 139597 granted 13 February 2020 re: reposition plots 55-61 to avoid the abandoned oil well position.

RESOLVED to OBJECT due to it not being in keeping and they have failed to make any changes from the previous application.

RESOLVED to raise concerns that the application seems to be retrospective and applications should be approved prior to works carried out.

6. STREET NAMING
Members NOTED that the competition with locals school had been completed for the Middlefield Lane development and the following road names have been selected by the developer –
- Burgh Close – After Lord Thomas Burgh who built The Old Hall in 1460
- Alfie Williams Way – In memory of Alfie
- Bradshaw Way – Requested by Gainsborough Town Council
- Sir Thomas Avenue – After Cpt Sir Tom Moore
- St Georges Close – Named because of his love of his school
- Austin Drive – No explanation given
7. TREE PRESERVATION ORDERS
Members NOTED that none had been received.
8. TRAFFIC REGULATIONS ORDER REQUEST
Committee considered a request from a member of the public to support a reduced speed limit on The Belt Road, Gainsborough in the vicinity of the gates exiting Aegir School due to the speed of passing cars when parents, staff and buses are leaving the site.
RESOLVED to write to the County Councillor requesting that traffic calming measures and speed reduction be looked into around the vicinity of the Aegir school and the provision of a pedestrian footpath round The Belt Road.
9. CORRINGHAM PARISH COUNCIL NEIGHBOURHOOD PLAN
Committee NOTED the Corringham Parish Council had formally submitted the final version of its Neighbourhood Plan and supporting documents to West Lindsey District Council in accordance with Regulation 15 of the Neighbourhood Planning (General) Regulations 2012. West Lindsey District Council are now consulting interested parties on the submission Corringham Neighbourhood Plan, in accordance with Regulation 16 of the same regulations. The consultation period is until Friday 21 May 2021.
RESOLVED for Members to submit individual submissions if they have any.
10. GAINSBOROUGH TOWN NEIGHBOURHOOD PLAN

“The Gainsborough Town Neighbourhood Plan was first considered prior to the start of the May 2015 term of the Gainsborough Town Council, after the financial position of the Council had been stabilised.
The initial work was done by the former Chair of Planning & Development Committee, Barry Coward and taken on by the Chair of the GTNP Working Group, Mike Hooper, supported by the Clerks Matt Gleadell, Claire Hill and Tom Clay, and latterly by Rachel Allbones, Jessica Flowers and Sean Alcock.
I wish to thank you all, including the members of the GTNP Working Group and our Planning & Development Committee to get to this point of Referendum.
I particularly want to go back to one of the initial meetings when former Cllr Malcolm Parrish attended with an officer from WLDC to offer support at the start of the process. This has been a joint project of Cllrs, officers and members of the public of many different views & opinions for the benefit of Our Town going forward.”
The Deputy Clerk advised that WLDC had asked if any Council representative wanted to attend the Referendum count.
RESOLVED that Councillor Dobbie would attend the count of the NO votes.
Councillor Dobbie requested that Neighbourhood Plan Working Group be and agenda item at the next meeting, to look at reinstating the gorup.
11. WLDC PLANNING TRAINING SESSIONS
Committee considered attendance at the below WLDC training sessions.
13th May – Determining a planning application
2nd June – The role of Councillors and Parish Councils in planning
RESOLVED that Councillor Plastow will attend 13 May session and Councillor Dobbie to attend 2 June session.
12. MOTION TO BE MOVED BY COUNCILLOR DOBBIE
This Council Notes:
- The Gainsborough Town Neighbourhood Plan has taken almost 6 years to come to the present point of Referendum.
- During that time the Development of the Southern SUE (Sustainable Urban Extension) has started to the South East of the Town envelope.
- A substantial area of Land running from the Gainsborough Civil War marker on Foxby Lane (which is under our management) to the Bluebell Woods (on the Eastern side of the railway line from the old railway sidings, south of the railway bridge on Lea Road) along the Ridge Edge to the west of the Southern SUE has been left as undesignated land.
This Council Observes:
- That there is a Green Belt running along this Ridge from Castle Hills Woods in the north to this location separating the Trentside area from the Uphill area of Gainsborough, which is protected by Green Spaces designations in the GTNP (Gainsborough Town Neighbourhood Plan) up for acceptance by referendum on 6th
- That the GTNP if adopted by Referendum on Thursday 6th May 2021 is a living document which will adapt as our town develops and grows.
This Council Resolves:
- That this undesignated area of land to the west of the Southern SUE should be designated The Ridgeway Green Space in the first amendment to the GTNP upon its adoption after a successful Referendum result.

Motion to go to June Full Council if the referendum is of a positive nature.
Barry Coward advised that it is already identified in the Neighbourhood Plan as a green route.
