PC23/005 Minutes of the previous meeting(s)

To receive the minutes of the previous Personnel Committee meeting(s) and resolve to sign these as a true record of the meeting(s).

Paper A – Personnel Committee 30 March 2022

The Committee RESOLVED to sign the minutes of the meeting 30 March 2022 as a true record of that meeting, subject to the inclusion of Cllr Craig being present at the meeting being added.

 

Cllrs Key and Plastow abstained from voting.

ASO to publish. Local Government Act 1972, Sch 12, p41 (1). 
PC23/006 To appoint a vice chairman to this committee. The Committee RESOLVED to appoint Cllr Schofield as vice chairman of the Personnel Committee. ASA to update the website. Local Government Act 1972, s15 (6)
PC23/007 To consider and discuss a staff rewards or appreciation scheme. Cllr Schofield informed the Committee of her thoughts for a staff rewards or appreciation scheme and ideas managing change training for both staff and Cllrs. She requested for member input and advised a report will follow at a future meeting. Cllrs to contact Cllr Schofield with their input regard how an appreciation scheme could look and their thoughts on managing change training.

TC to put on a future agenda with a report from Cllr Schofield for further discussion.

 
PC23/008 To consider working through change training or managing change training for both staff and members. Items 7 & 8 dealt with together. N/A  
PC23/009 To receive a verbal update on the recruitment process. The Committee received a verbal update that the new Grounds Maintenance Operative is due to start on Monday 16 May, and the Caretake has turned down the job offer. Readvertise for the caretaker position. Local Government Act 1972, s.112
PC23/010 To consider a training policy and refund agreement

The Committee RESOLVED to adopt the training policy and refund agreement.    
PC23/011 To approve the draft Medical Questionnaire as provided by the Council’s HR consultant.

Paper C

The Committee RESOLVED to adopt the Medical Questionnaire.

PC23/012 To receive a corrected report from the external HR consultant and decide what further action to take. (Structures and Functions 7.14).

The Committee RESOLVED to note the corrected report and amend the scale point as recommended in the report.

PC23/013 To receive letters from members of staff regarding the recent re-grading and consider which action to take in each instance. (Structures and Functions 7.14).

The Committee RESOLVED to exclude of Public and Press due to the personal nature of the matter under discussion.

 

The Committee RESOLVED that the scale points set for regraded staff at the last meeting remain and Cllr Schofield to meet with the 3 members of staff on Wednesday 18th May at 11.30am to discuss the committee’s decision.

DC to speak with HR regarding the status of staff who have not signed the new contracts from 2021, and if all staff regraded require a new contract with updated details . Local Government Act 1972, s.112
