  1. ELECT VICE CHAIRMAN FOLLOWING THE RESIGNATION OF COUNCILLOR CLEWS FROM THE POSITION

 

RESOLVED that Councillor Velan be elected Vice Chairman of the Community Services Committee for 2019/20

 

 

  1. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 AND TO RECEIVE ANY APPLICATIONS FOR DISPENSATION

  1. MINUTES OF THE PREVOUS MEETING (Paper A)

 

  1. Minutes of the meeting of Community Services Committee held on Thursday 17 October 2019

 

RESOLVED that the minutes of the Community Services Committee held on Thursday 17 October 2019 be confirmed and signed as a correct record.

 

 

  1. MAYFLOWER 400 (Standing Item) (Paper B)

 

Members NOTED the update from Anna Scott.

 

  1. WAR MEMORIAL (Standing Item)

 

The Deputy Clerk advised the planning application for moving the fence and for tree works was in steady progress.

 

 

  1. LEVELLINGS IMPROVEMENTS (Standing Item)

 

Following the Deputy Clerk chasing up a report from the Levellings Working Group no update was received. The Committee raised serious concerns and felt this was unacceptable due to it being a Working Group of the Committee.

 

RESOLVED TO RECOMMEND TO FULL COUNCIL that given no communication had been received from the Levellings Improvement Working Group the Working Group Members stand down and the Working Group be reformed with Members that have time for the project, and ask Full Council what the aspirations for the site are.

 

 

  1. ARMED FORCES / COMMUNITY DAY (Standing Item)

 

            RESOLVED to amend the RECOMMENDATION TO COMMUNITY SERVICES COMMITTEE

from: –

That the Committee approves the holding of an Armed Forces / Community Day event in 2020 at Marshalls Sports Ground on Saturday 27 June 2019 between 11am and 5pm and makes a recommendation to the Management and Finance Committee for budget provision at £5,000. Noting that external funding at an equivalent value is to be pursued and that the same significant level of working group member / volunteer activity is needed to deliver the event.

to: –

That the Committee approves the holding of an Armed Forces / Community Day event in 2020 in Gainsborough town centre on Sunday 28th June 2020 and makes a recommendation to the Management and Finance Committee for budget provision at £5,000. Noting that external funding at an equivalent value is to be pursued.

 

Some Members raised concerns that to change the venue needed a longer planning period, and would like to see the 2020 event on Marshalls Sports Ground but begin planning an event for 2021 in the Town Centre.

 

RESOLVED to hold an Armed Forces / Community Day event in the town centre on Sunday 28 June 2020 and request that Council budget up to £3,000 for the event, this will be subject to a full event plan and budget proposals being submitted by the Working Group to Community Services Committee meeting no later than January 2020. External funding at an equivalent value is to be pursued.

 

Note: Councillors Boles, Plastow and Ward voted against the above resolution.

 

 

  1. 2020 / 2021 BUDGET

 

Councillor Rollings requested that funds be allocated to help provide an indoor bowls facility.

 

It was noted that work had begun for funding from elsewhere for the facility.

 

 

  1. LEVELLINGS DOG SIGNS

 

Members discussed whether to replace the recently removed ‘No Dogs Allowed’ signage on Levellings.

Members were keen to see signage erected asking politely for dogs to be kept on leads or use the dog walk.

Deputy Clerk to speak with Andy Gray at WLDC for suggested wording for the signs, and to chase when the Cemetery signage will be erected.

 

 

  1. LOVE LANE GARAGE SPACES ACCESS ROAD (Paper C)

 

Members discussed a garage space occupier issue with flooding and the condition of access road.

 

The Operations Manager to produce a report for the next meeting with issues, options and costings.
