Due to neither the Chairman or Vice Chairman being present at the meeting, nominations were requested for a Member to preside at the meeting.

- MINUTES OF THE PREVOUS MEETING (Paper A)
- Minutes of the meeting of Community Services Committee held on Wednesday 11 September 2019
RESOLVED that the minutes of the Community Services Committee held on Wednesday 11 September 2019 be confirmed and signed as a correct record.
Note: Councillor Ward abstained from voting on the above resolution.
- TO RECEIVE PRESENTATION FROM IAN BRADLEY REGARDING ARMED FORCES DAY 2020
Ian Bradley presented to the Committee his vision for a 2020 Armed Forces Day, relocating it to the town centre and moving the day to the Sunday.
Note: Councillor Clews arrived at the meeting at 6.36pm
Members were open minded about the relocation and day change but suggested that Ian Bradley keep in mind that the Council will want to move away from funding the event in the future.
- MAYFLOWER 400 (Standing Item) (Paper B)
No update was received from Anna Scott. Deputy Clerk to chase up update for the next meeting.
- WAR MEMORIAL (Standing Item)
The Deputy Clerk advised that no further progress had been made on the planning application to move the fence surrounding the War Memorial.
The Operations Manager advised that following investigation due to the trees surrounding the War Memorial being in a conservation area an application will need to be made prior to any pruning. The Operations Manager advised that a local building firm, ADB Builders, had reset some on the block paving in front of the War Memorial that had sunk free of charge.
- LEVELLINGS IMPROVEMENTS (Standing Item)
No update was received from the Levellings Improvements Working Group. The Committee felt this was unacceptable due to it being a Working Group of the Committee. The Deputy Clerk to chase up for the next meeting.
- ARMED FORCES / COMMUNITY DAY (Standing Item) (Paper C)
Following on from the presentation the Admin Support Officer advised that Members needed to consider what they want from the day, who you want it for, and what you want to get from the day. She advised that Armed Forces day is only 8 months away and to improve on the event time is running out.
RESOLVED to invite Ian Bradley and other relevant parties to the next Armed Forces Day, Remembrance Sunday and War Memorial Working Group meeting to be held on Thursday 31st October at 9.30am to discuss the vision for 2020 further and recommend to the next Community Services Committee.
- CHRISTMAS LIGHTS SWITCH ON (Standing Item)
Members NOTED the event leaflet received. The Chairman advised that the events subcommittee constituting the Clerk at GTC, Strategic Services Manager at WLDC and representatives from Marshalls Yard has not met recently and would be keen for the meetings to continue in order for all involved to have an input in the events.
- WILDFLOWER WORKING GROUP – DEFERRED FROM FULL COUNCIL FOR CLARITY (Paper D – of Full Council 4 September & Paper E)
Some confusion over the meeting with Gainsborough in Bloom.
RESOLVED that Councillor Clews liaise with Gainsborough in Bloom to arrange a meeting, but mindful that the remit of the Working Group is a recommendation to November Full Council.
- 2020 / 2021 BUDGET
Members requested the following be considered when preparing the 2020 / 2021 budget: –
- Grass verges and Wildflower verge budget
- Cemetery extension sinking funds to increase
- Increase town events budget
- Increase tree maintenance budget
- War Memorial
- Richmond House windows
Councillor Boles requested that calculations be made as to the savings made from the transfer of Roses Sports Ground, and for the savings to be ringfence to improve other sites.
- RESURFACING WORKS (Paper F)
RESOLVED under Standing Order 10.a.xi to exclude the press and public from the meeting in respect of confidential or other information which is prejudicial to the public interest.
Members considered quotations received for resurfacing works at the General Cemetery and Richmond Park.
RESOLVED TO RECOMMEND TO FULL COUNCIL to accept the quotation received from Hall Macadam Ltd for resurfacing works at Richmond Park and General Cemetery. Funds to come from: –
6000/15 General Cemetery, Footpath repairs £10,000
12000/20 Ear marked reserves, General Footpath repairs £10,000
plus
- Budget virement to 6000/15 General Cemetery, Footpath repairs from 2070/2 Administration, External Auditor of £300
- Budget virement to 6000/15 General Cemetery, Footpath repairs from 6000/18 General Cemetery, Drainage of £345
- Budget virement to 4000/24 Richmond Park, Footpath Repairs from 4000/2 Richmond Park, House Maintenance of £747
- CHRISTMAS LIGHTS INSTALLATION (Paper G)
Members considered quotation received for the installation of the town centre Christmas lights.
RESOLVED TO RECOMMEND TO FULL COUNCIL to accept the quotation received from R&E Electrical for the installation and removal of the Christmas lights around Gainsborough town centre.
- ROSES ALL WEATHER PITCH (Paper H)
Members considered quotation received for repairs to the all weather pitch at Roses.
RESOLVED TO RECOMMEND TO FULL COUNCIL to accept the quotation received from Replay Maintenance to Rotor Rake to 1m perimeter for the sand filled pitch and carry out x12 patch repairs. Make a budget virement of £800 from 5000/16 Roses Cricket Renovation, to 5000/20 all weather pitch maintenance.
