3. MINUTES OF THE PREVOUS MEETING (Paper A)
Minutes of the meeting of Community Services Committee held on Tuesday 9 February 2021
RESOLVED that the minutes of the Community Services Committee held on Tuesday 9 February 2021 be confirmed and signed as a correct record.
4. LEVELLINGS IMPROVEMENTS (Standing Item)
Members NOTED the next meeting will take place later in the month. An update will be available at the April 2021 meeting.
5. YMCA LINCOLNSHIRE
Samantha Smith from YMCA Lincolnshire provided a presentation and update regarding a project being developed in the Park Springs area. A representative from CLIP also provided an update on how they have maintained youth training during the pandemic.
6. GAINSBOROUGH CRISIS ACTION TEAM
Catriona Paton and Simon Hedison from the Gainsborough Crisis Action Team gave a presentation about the work the Team are doing at the X-Church.
7. NATIONAL ALLOTMENT SOCIETY
It was NOTED that Paul Howgill the Regional Representative of the National Allotment Society will be attending the April meeting to discuss site self-management.
8. ALLOTMENT DOCUMENTATION (Papers B, C & D)
Committee NOTED that the letters and surveys have been sent or are in the process of being sent to allotment plot holders.
RESOLVED to RECOMMEND TO FULL COUNCIL to adopt the draft Allotment Handbook.
9. ALLOTMENT ADMINISTRATION AND MANAGEMENT (Paper E)
Committee considered a report relating to allotment administration and management.
RESOLVED to RECOMMEND TO FULL COUNCIL that the proposals be accepted as part of a wider review of arrangements relating to the structure and functions of the Council to be considered at the April 2021 meeting of Full Council.
10. COMMUNITY GRANT APPLICATIONS (Papers F & G)
Committee NOTED that the following Community Grant funds are available:
Committee considered the following applications: –
Community Grant from Gainsborough Crisis Action Team (X-Church), requesting £1,040
Richmond Park Croquet Club, requesting £522.
RESOLVED to grant Gainsborough Crisis Action Team £1,040, on the proviso the additional supporting documents are received.
RESOLVED to fund Richmond Park Croquet Club £522.
11. RICHMOND PARK (Paper H)
Committee NOTED an update about flooding at Richmond Park and considered a quote for drainage investigation works.
RESOLVED to approve option 1 in the report of undertaking survey work at a cost of £1,725 (excluding VAT) and to RECOMMEND TO MANAGEMENT AND FINANCE COMMITTEE that a budget line is created to cover the cost of the work.
12. AISBY WALK SKATE PARK (Paper I)
Committee NOTED an update and considered a quote for repair work to the Skate Park.
RESOLVED to RECOMMEND TO MANAGEMENT AND FINANCE COMMITTEE that the budget available be increased to account for works required to the Skate Park following of RoSPA inspection £4950.
Committee is also recommended to set aside £3150 to make repairs as a result of fire damage.
13. COMMUNITY RESILIENCE GRANT
Motion moved by Councillor B Velan:
Committee considered recommending to the Management and Finance Committee that a Community Resilience Grant be established of £2,000 from reserves. The grant would be used to assist organisations that support groups or individuals impacted by the pandemic and associated measures. Applications for the grant would be reviewed on a monthly basis.
An amendment was proposed by Councillor Boles, seconded by Councillor Dannatt that a £5000 Community Resilience Grant be established from reserves. The grant would be used to assist organisations that support groups or individuals impacted by the pandemic and associated measures. Applications for the grant would be reviewed on a monthly basis.
The amendment was accepted by the move of the motion and therefore became the substantive.
