  1. TO RECEIVE MEMBERS DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 AND TO RECEIVE ANY APPLICATIONS FOR DISPENSATION.

  1. MINUTES FROM THE PREVIOUS MEETINGS (Paper A)

           

RESOLVED that the minutes of the Armed Forces Day, Remembrance Sunday & War Memorial Working Group meeting Thursday 6 February 2020 be confirmed and signed as a correct record.

 

Note: Councillor Panter & Plastow abstained from voting on the above resolution.

 

 

  1. ARMED FORCES/COMMUNITY DAY 2020

 

  • STALLS

Councillor Dannatt updated the members that approximately 50 applications have been requested/sent out. Admin Support Officer updated that 10 have been received back to date.

 

  • CATERING

Councillor Dannatt and Admin Support Officer noted to the group that there are currently 4 catering stands. It was confirmed that the Rotary Club are unable to be involved.

 

     RESOLVED: To allow Dinky Donuts a space but not Andree Ashcroft.

 

  • STAGE ENTERTAINMENT

 

Richard Lindsey noted to the group the current entertainment schedule.

 

RESOLVED that the stage entertainment be, La Di Dahs, Dr Swing, Jane Darling and Hep to the Jive, the Admin Support Officer to confirm bookings.

 

RESOLVED to accept the quotation from JG Audio for the PA system.

 

Methodist Church Choir to liaise with Richard Lindsey regarding a performance.

 

  • MARKET PLACE INFRASTRUCTURE

 

     RESOLVED: Admin Support Officer to book the listed dancefloor

 

Investigations of the riverside festival chairs had not taken place therefore seating is deferred until the next meeting.

 

  • NON-STAGE ENTERTAINMENT

 

RESOLVED: Admin Support Officer to book the Allo Allo characters and Battle pipes and Punch and Judy.

 

  • MILITARY VEHICLES

 

Current vehicles attending noted as:

 

101st Airborne

Scunthorpe and Lincoln TA would be bringing trucks.

The Re-enactors at the Old Hall will have vehicles in that area.

2 x Aircraft cockpits will be within the market place.

 

Ping and CO-OP Travel have agreed sponsorship of £350.00 each towards the vintage bus.

 

     RESOLVED: Admin Support Officer to book the vintage bus for rides.

 

It was noted that Stagecoach may also provide a vintage bus for journeys

 

  • EVENT PROGRAMME

 

Admin Support Officer noted to the group that 3x adverts have so far been paid for.

 

Free adverts for Ping, Coop, Ford, Old Hall and Gainsborough Town Council

 

     RESOLVED: to allow a 50% discount to FunPrintz in the Programme

 

RESOLVED: that any discounts offered for Programme/stalls etc must be brought to the working group acceptance

 

  • CHILDRENS ACTIVITIES

 

Admin Support Officer noted ride quotes to the group

 

RESOLVED: to book Tooleys x 2 and additional item from quote to be forwarded by Richard Lindsey.

 

     RESOLVED: to not hire inflatables for the event.

 

 

Councillor Clews noted to the group that the Morton Ladies will be providing activities such as Knitting and Poppy Crafts.

 

  • ARMED FORCES INVOLVEMENT

 

Frank Charlton noted to the group that the Army and Air Cadets will be attending and will have a stall and provide activities.

 

Richard Lindsey noted that the Lincoln and Scunthorpe TA will attend with recruitment stands.

 

  • OUTSIDE BODY LIAISON

 

It was noted that The Old Nick are unable to participate/be involved within the event.

 

Councillor Dannatt noted that the Heritage Centre will have a stall and provide vintage children’s games/history displays and vintage tractors.

 

All Saints Church will allow the use of the grounds for a children’s area including hosting an Airsoft activity

 

The Old Hall are organising a living history area on the grounds and will be apply for a community grant to help fund it.

 

  • ACT OF REMEMBRANCE

 

Frank Charlton updated the group that he is meeting with the Reverend from All Saints Church soon to finalise Order of Service.

 

  • PARADE

 

The Parade has been timed to be a 10 minute walk route, total length of time will depend on length of the parade.

 

Frank Charlton noted to the group the need to ensure the various bollards on route were down/removed.

 

RESOLVED: that the Parade assembly time will be 10am and the Parade will begin at 10.30am. The Act of Remembrance will begin once the tail of the parade has reached the Market Place.

 

  • RBL BIKE BRANCH

 

Frank Charlton noted to the group the possibility of some bikes following the parade.

 

  • LOCAL SERVICE PERSONNEL / VETERANS

 

3 local veterans noted that may attend

 

     RESOLVED: – to widen the search to further areas around West Lindsey

 

  • FLY PAST

 

Frank Charlton is awaiting to hear back from the Spitfires

 

Admin Support Officer to submit application for the Red Arrows

 

 

  • BUDGET / FUNDING

 

Admin Support Officer noted to the group the current funds received of £2,132 and noted the submission of the MOD funding for £5,000.

 

Note: Councillor Clews left the meeting at 10.44am

 

  • HEALTH & SAFETY

 

Admin Support Officer and Councillor Davies updated the group on the SAG meeting at WLDC.

 

     RESOLVED: to book St Johns Ambulance and First Aiders x 4 as per quote

 

     RESOLVED: to allow the use of generators

 

RESOLVED: to ask stalls/activities to take litter home and we will litter pick during the day and at the end of the event and take refuse away.

 

Members NOTED quotes were still being sought for Traffic Management companies.

 

RESOLVED to delegate authority to Officers to appoint a Traffic Management company once 3 quotes had been received, in order to attend a meeting with Highways on 18 March.

 

Councillor Davies is to speak to Wendy Osgodby at WLDC regarding using the ‘Old Standard’ building as an event headquarters.

 

  • PUBLICITY / ADVERTISING / SOCIAL MEDIA

 

RESOLVED: to print the posters as produced via Richard Lindsey with the addition of the Salute our Forces Logo

 

RESOLVED: to order 2x the amount of Leaflets and Posters and not to pursue a Gainsborough Life Advertisement.

 

RESOLVED: to have a banner designed via Richard Lindsey that matches the poster theme, Frank Charlton to obtain quote from Elite Signs and Admin Support Officer to also source quotes.

 

All social media publicity is to come from the Town Council page.

 

  • ADMIN SUPPORT OFFICER (EVENT MANAGER) REPORT (if any)

Richard Lindsey noted to the group that Tony Foulds will be in attendance.

 

Councillor Dannatt advised he was in touch with BBC Presenter Dan Walkers agent.

 

Admin Support Officer to send invitations to Lord Lieutenant of Lincolnshire, Edward Leigh, Councillor Rollings and the surrounding local Parish Councils.

 

  1. WAR MEMORIAL PROJECT

 

Members noted the current position of the project being that the planning application is ready to submit following further investigation into the Heritage report requirements from the Conservation Officer.
