The Committee resolved to sign the minutes of the meeting 24 May 2022 as a true record of that meeting.

PL23/025 To consider planning applications received.

Application Ref No: 144931 (24/5/22, 28 days)
Proposal: Planning application for extension to commercial unit to create additional unit.
Location: Rase Veterinary Centre, Heapham Road, Gainsborough

Cllr Plastow declared a non-pecuniary interest as he uses it as his local vets.

The Committee resolved to support the application.

The Committee resolved to support the application. DC to send response to WLDC.

Proposal: Application for advertisement consent for new full length fascia sign with logo, 2no. projecting signs, 1no. pavement A frame poster board and TSB web signs
Location: 6 Market Street, Gainsborough

Cllr Dobbie declared a non-pecuniary interest as he uses the bank.

The Committee resolved to refuse the application due to the current signage proposal, due to it being in a conservation area and the signage is proposed to be plastic and illuminated.

Request the applicant to consult the Shopfront Design guide and amend the application.

Application Ref No: 144913 (6/6/22, 21 days)

Proposal: Planning application for change of use to 28no. apartments

Location: Former Lea Road School, Lea Road, Gainsborough

The Committee resolved to respond with the following observations: –

1) As per other responses would like to see the provision of a Flood Risk Assessment and Drainage plan submitted.

2) Queries over if the front facade of the building was listed.

3) Would like to see the history of the building apparent.

The Committee resolved to note their concern regarding parking on the street with the loss of the garage. DC to send response to WLDC.

Proposal: Planning application for the installation of 1no. CCTV camera

The Committee resolved to support the application.

PL23/036 To receive response from the Tree and Landscape Officer at WLDC regarding locating TPO’s within Gainsborough.

The Committee resolved to contact WLDC to clarify the following: –

1)  The Willow Tree on Bridge Street (year 1996) they would like to ensure it is being protected and they think it is barriered off at the minute.

2) What happens if a tree is felled without permission?

3) Are most of the felled trees due to them being diseased?

4) Is there a policy to replace felled trees?

DC to email WLDC for clarity over felled trees and the Willow on Bridget Street.  
PL23/037 To consider Traffic Regulation Order request from Thonock Park for a speed reduction on the Belt Road, Gainsborough, or/and speed calming measures (the current SLOW painted on the road needs re-painting), the junction between The Avenue, The Belt Road and Thonock Park is notoriously bad. The Committee resolved to support the request for traffic calming measures on the Belt Road. ASO to write to the County Councillor and applicant advising the Council support their TRO request.  
PL23/038 Public Consultation Event, Gainsborough Southern SUE, Warren Wood

The Committee resolved to see if Savills would like to attend Julys Full Council meeting to present the draft proposals for an outline planning application for the Gainsborough Southern Neighbourhood SUE. TC to contact Savills to see if they would like to present to the Full Council.  
PL23/039 To receive notice under Town and Country Planning (Development Management Procedure) (England) Order 2015 NOTICE UNDER ARTICLE 13 OF APPLICATION FOR PLANNING PERMISSION from Gainsborough Trinity Foundation for Full Planning Approval for a Proposed Two Storey Extension to Provide Additional Function Rooms with External Terrace.

Committee noted receipt of the Notice and resolved to inform GTF that within the planning application submission they would like to see a plan of how the traffic issue will be alleviated and proof that the local residents have been consulted on the application. DC to email GTF to advise of the committees wishes.
