(Recommended for items 21-23.) The Committee RESOLVED to exclude public and press for item 32 due to it being a personnel issue.

To receive the minutes of the previous Personnel Committee meeting(s) and resolve to sign these as a true record of the meeting(s).

The Committee RESOLVED to sign the minutes of the meeting 11 May 2022 as a true record of that meeting.

ASO to publish. Local Government Act 1972, Sch 12, p41 (1). 
PC23/025 To consider and discuss a staff rewards or appreciation scheme. (Cllr Schofield) Cllr Schofield informed the Committee that she has not received responses and support from other Cllrs for it to be discussed at a later time. N/A  
PC23/026 To consider working through change training or managing change training for both staff and members. (Cllr Schofield) Cllr Schofield informed the Committee she had only received one response about the training, one that she didn’t feel was positive so will leave with Cllr Boles to take on. N/A  
PC23/027 To receive a verbal update on the recruitment process for the seasonal GMO and the Caretaker. The Committee received a verbal update that the recruitment process. Deadline for applications is 19 June 2022.

The Committee RESOLVED to shortlist on 21 June, Interviews to be held on 30 June, the recruitment panel to be Cllrs T Davies and Key with Cllr Woolley as reserve, along with the Town Clerk and Grounds Maintenance Team Leader.

PC23/028 To receive a verbal update on new Staff contracts.

 

The Clerk advised Committee that currently only one member of staff has not signed the new contracts issued in 2021. Committee were advised that this would be picked up following the current recruitment process and brought back to Committee. TC to pick up the issue following the current recruitment process. Local Government Act 1972, s.112
Cllr Davies left the meeting at 7.30pm.
PC23/029 To consider adopting a sickness absence policy.

The Committee RESOLVED to ask the  HR contractor for feedback of the draft Sickness Absence policy.

To receive an update on and review the use of the free HR management software. The Committee received an update that currently the free HR management software that is being trialled is not fit for purpose but is awaiting communication to see if it can be adapted. TC to chase up HR Management software provider.  
PC23/031 To consider approving the clerk’s attendance of the SLCC National Conference in November.

The Committee RESOLVED to approve the Clerks attendance at the SLCC National Conference at a cost of £385 on 2nd and 3rd November and levelling Up course at £85.. TC to book onto the conference and course. Local Government Act 1972, s.112
PC23/032 To consider a complaint from a member of the public. – Exclusion of public and press recommended due to the personal nature of the issue.

Paper E

Following detailed discussions and hearing evidence from councillors who had been present the Committee resolved that the allegation could not be proven and for no further action to be taken.

The Committee RESOLVED to delegate drafting a response to Cllr Schofield as the person chairing this meeting.

Cllr Schofield to draft a response to the complainant and forward to the committee members for comment before sending sending the final version to the complainant. N/A

PC23/034 To note the date and time of the next Personnel Committee Meeting scheduled for 13 July 2022 at 19.00. The committee noted the date and time for the next scheduled meeting as 13 July 2022 at 19.00 at Richmond House.
