3. MINUTES FROM THE PREVIOUS MEETING (Paper A)

Minutes of the meeting of Planning and Development Committee held on Wednesday 23 June 2021

RESOLVED that the minutes of the Planning and Development Committee meeting held on Wednesday 23 June 2021 be confirmed and signed as a correct record.

Note: Councillor Ward abstained from voting on the above resolution.

Proposal: Planning application for erection of orangery to rear

 RESOLVED that the Committee support the application.

ii. Application Ref No: 143220
Proposal: Planning application for 2no. first floor windows 1no. ground floor window, insulated plasterboard lining to ground and first floor & adjustments to first floor layout

 RESOLVED that the Committee support the application.

RESOLVED that the Committee support the application in principle but would need to check the listed building requirements.

vii. Application Ref No: 143353
Proposal: Application for advertisement consent for back illuminated scoreboard to replace existing static board.
Location: Gainsborough Trinity Football Club, The Northolme, Gainsborough

RESOLVED that the Committee have no objections but support the comments from LCC regarding the illuminance levels.

viii. Application Ref No: 143333
Proposal: Planning application for ground floor extension to form garage, together with first floor extension
Location: 43 Pingle Close, Gainsborough

RESOLVED that the Committee support the application.

ix. Application Ref No: 143355
Proposal: Listed building consent for front extension to shop including installing of side access door and creation of first floor extension
Location: 17 Church Street, Gainsborough

RESOLVED that the Committee would recommend obtaining pre planning advice, concerns regarding the stability of the wall and possible dispute over the land.

x. Application Ref No: 143358
Proposal: Planning application for internal fit out works to create a Loungers Cafe Class E (b) including installation of extraction and insertion of extract grill on rear elevation

 RESOLVED that the Committee support the application.

Proposal: Planning application for single storey rear extension with lean-to roof
Location: 63 Morton Terrace, Gainsborough

RESOLVED that the Committee support the application.

5. DECISION NOTICES

Members NOTED that none had been received.

6. STREET NAMING (Paper B)

Committee considered postal addressing of properties off Bowling Green Road/Wilson Street.

RESOLVED to propose Shore Row for the old Wilson Street after local school teacher and WLDC Councillor Reg Shore.

Note: Councillors Panter and Ward abstained from voting on the above resolution.

7. TREE PRESERVATION ORDERS

Members NOTED that none had been received.

 8. BUS STOP CLEARWAYS (Paper C)

Committee considered the consultation from LCC to establish bus stop clearways on Trinity Street and Riseholme Road.

RESOLVED to support the creation of bus stop clearways on Trinity Street and Riseholme Road.

Note: Councillor Plastow abstained from voting on the above resolution.

 9. GAINSBOROUGH TOWN NEIGHBOURHOOD PLAN (Paper D)

The Deputy Clerk advised she was still awaiting a quote from DrumBeat for them to take on the website.

RESOLVED to defer util the next meeting.

10. WLDC PLANNING TRAINING SESSIONS

29th September – Heritage in Planning

Councillor Plastow and Lambie attend the 29th September – Heritage in Planning training, Councillor Schofield and Craig will take additional spaces if they become available.

11. CENTRAL LINCOLNSHIRE LOCAL PLAN CONSULTATION (Paper E)

 Members approved Councillor Dobbie Press Release to inform members of the public of the consultation.

 Regarding the Central Lincolnshire Local Plan consultation it was RESOLVED that Councillor Scofield would complete the work she started and distribute to the Committee for any further comment before it being submitted prior to the deadline.
