MINUTES of a MEETING of the Planning and Development Committee held in the Function Room, Marshalls Sports Ground, Middlefield Lane, Gainsborough on Wednesday 26 May 2021 at 7:00pm

3. MINUTES FROM THE PREVIOUS MEETING (Paper A)

Minutes of the meeting of Planning and Development Committee held on Tuesday 27 April 2021

RESOLVED that the minutes of the Planning and Development Committee meeting held on Tuesday 27 April 2021 be confirmed and signed as a correct record.

Note: Councillors Lambie and Ward abstained from voting on the above resolution.

4. ELECTION OF VICE CHAIRMAN

RESOLVED that Councillor Schofield be appointed Vice Chairman of the Planning Committee for 2021/2022.

Proposal: Planning application to erect timber framed building for use as a beauty salon

 RESOLVED that the Committee support the application.

ii. Application Ref No: 142524
Proposal: Planning application for change of use of ground floor from storage to apartments, to include the installation of 2no. doors and 2no. windows to front elevation. 8. TREE PRESERVATION ORDERS

Members NOTED that none had been received.

9. TRAFFIC REGULATIONS ORDER REQUEST (Paper L)

Committee considered a request from a member of the public to install double yellow lines on Spital Hill from the junction of Hawthorn Avenue heading up towards Corringham Road.

RESOLVED to write to the County Councillor requesting that the inclusion of double yellow lines be looked into from the Hawthorn Avenue junction heading up towards Corringham Road due to the lack of visibility when cars are parked on the junction.

 10. TRAFFIC REGULATIONS ORDER REQUEST (Paper M)

Committee considered a request from a member of the public to remove double yellow lines on Melrose Road / Nelson Street.

RESOLVED that the Committee do not support this request as they felt the double yellow lines are in situe for the emergency access of the fire engines.

11. TRAFFIC REGULATIONS ORDER REQUEST (Paper N)

Committee considered a request from a member of the public to install a speed reduction device near Wintern Court on Lea Road.

RESOLVED to write to the County Councillor requesting that a speed reduction device be looked into being installed near Wintern Court on Lea Road.

12. GAINSBOROUGH TOWN NEIGHBOURHOOD PLAN

Members NOTED the successful referendum result.

The Deputy Clerk advised that Nev Brown from WLDC will take the plan with referendum result to a Full Council meeting of the West Lindsey District Council to get it made (adopted) so it can become part of the development plan, the report is likely to go to the next Full Council meeting on Monday 28th June 2021.

The Chairman welcomed Mike Hopper (former Neighbourhood Plan working group chairman) to the meeting. Mike thanked members of the working group, town council, west lindsey district council and the peoples panel for their valued input and dedication to the plan. He advised it was not easy to produce a plan for Gainsborough and hoped the Town Council give the plan the attention it deserves going forward.

Councillor Dobbie advised members that the referendum posters were ordered to be taken down by the elections department at WLDC advising they shouldn’t have been put up more that 48 hours before the voting.

13. WLDC PLANNING TRAINING SESSIONS

Committee considered attendance at the below WLDC training sessions.

2nd June – The role of Councillors and Parish Councils in planning

RESOLVED that Councillors Lambie and Ward attend the 2nd June – The role of Councillors and Parish Councils in planning training.

28th July – Highways & Flood Risk matters for Planning

RESOLVED to put on the next meeting.

29th September – Heritage in Planning

RESOLVED that Councillor Plastow and Lambie attend the 29th September – Heritage in Planning training.

14. REDEVELOPMENT OF THE FORMER AMP ROSE FACTORY SITE, HEAPHAM ROAD, GAINSBOROUGH

 Committee considered provisional plans and brief outline report from the developer.

RESOLVED that the Committee support the outline plans for the development of the former AMP Rose factory site on Heapham Road.

15. STURTON WARD NEIGHBOURHOOD PLAN

The Sturton Ward Neighbourhood Plan (Review) has been formally submitted to Bassetlaw District Council in accordance with Regulation 15 of the Neighbourhood Planning (General) Regulations 2012. Bassetlaw District Council is now consulting interested parties on this submission, in accordance with Regulation 16 of the same regulations for a six week period.

RESOLVED that members submit personal submissions if they have any comments

16. COUNCILLOR DOBBIE – NEIGHBOURHOOD PLAN WORKING GROUP

Members considered reinstating the Neighbourhood Plan working group for the presentation and adoption of the plan.

Members agreed there wasn’t a need to reinstate the former Neighbourhood Plan working group but felt something may be needed in the future to consult with the public.

RESOLVED that former working group members, Mike Hopper, Barry Coward and Sheila Bibb, along with 2 Councillors, Schofield and Plastow attend the handing over ceremony of the plan at WLDC on Monday 28th May.

 17. COUNCILLOR SCHOFIELD – GAINSBOROUGH NEIGHBURHOOD PLAN

How will the Planning Committee and GTC create practical events and opportunities for Gainsborough residents, to support a better understanding of the Neighbourhood Plan and how it will work once it becomes a Legal Document?

Members discussed how the Planning Committee will work with the plan.

RESOLVED that Neighbourhood Plan become a standing item on the Planning agenda, receive training from Matthew Gleadell on the plan and continue community consultations through the people’s panel.

 18. MOTION TO BE MOVED BY COUNCILLOR SCHOFIELD

 Context:

Property and Services Committee 5th May. Paper B. Levellings update. The update makes recommendations to have a survey done on tree/trees on Levellings. Whilst it mentions that, provided there are no issues with planning, they will remove the tree/trees and repair any damage to the pathways, it does not mention the sustainability of new tree growth to maintain or reduce Carbon Emission.

I recommend that:

“The Planning Committee ask for details on the replacement of any trees removed, the location and number of replacement trees and how they will be managed to ensure growth.”

In this current climate the loss of trees is a world wide concern. Being very aware of how important it is to maintain and where possible increase tree numbers I am disappointed that this was not automatically raised by the Chair or other Councillors and if it had been discussed should have been reflected in the update.

I know for many people the removal of trees is not seen as an issue, however I hear comments regularly from residents who do feel strongly that the trees we have left are preserved wherever possible and at least replaced, and I feel the Council should set an example.

Seconded by Councillor Plastow.

RESOLVED to extend the meeting passed 2 hours.

RESOLVED to ask the Property and Services Committee for details on the replacement of any trees removed, the location and number of replacement trees and how they will be managed to ensure growth.”
