MINUTES of a MEETING of the Planning Committee held in the Function Room, Marshalls Sports Ground, Middlefield Lane, Gainsborough on Wednesday 25 August 2021 at 7:00pm

3. MINUTES FROM THE PREVIOUS MEETING (Paper A)
Minutes of the meeting of Planning and Development Committee held on Wednesday 28 July 2021
RESOLVED that the minutes of the Planning and Development Committee meeting held on Wednesday 28 July 2021 be confirmed and signed as a correct record.
4. PLANNING APPLICATIONS
i. Application Ref No: 143470
Proposal: Planning application for combined single and two storey rear extension and internal layout alterations
Location: 9 Noel Street Gainsborough
RESOLVED that the Committee have no objections to the application.
ii. Application Ref No: 143220
Proposal: Application for approval of reserved matters to erect 1no. bungalow, considering appearance, layout, scale and landscaping following outline planning permission 136429 granted 25 September 2017
Location: Land off Spital Hill, Gainsborough
RESOLVED that the Committee suggest the applicant looks at the previously approved application and REJECT the application on the following grounds: –
- Previous application refused. Revised application has further concerns.
- Significant changes in the Planning Application from a single story building into a Dormer Bungalow.
- Overlooking other property and loss of privacy.
- Noise and disturbance during construction (several residents work from home).
- Highway issues including vehicular access, private road paid for by residents, road widening not mentioned in application.
- Possibility of Asbestos and/or hazardous materials.
iii. Application Ref No: 143555
Proposal: County development application to change the use from residential (C3) to adult care day centre (E(F) commercial, business and service)- PL/0096/21
Location: Richmond House Lodge, Morton Terrace, Gainsborough
RESOLVED that the Committee have no objections to the application.
iv. Application Ref No: 143512
Proposal: Planning application for redecoration and repair of existing shop front, internal alterations and refurbishment of ground floor, and installation of air conditioner heat exchangers within rear yard being variation of condition 3 of planning permission 141880 granted 4 February 2021
Location: 22 Market Place, Gainsborough
RESOLVED that the Committee have no objections to the application.
v. Application Ref No: 143582
Proposal: Listed building consent for redecoration and repair of existing shop front, internal alterations and refurbishment of ground floor, and installation of air conditioner heat exchangers within rear yard being variation of condition 3 of listed building consent 141881 granted 4 February 2021

Councillor Dobbie advised that the developer and WLDC had agreed Shore Row for the new Bowling Green Road / Wilson Street development.

Members NOTED that none had been received.
8. GAINSBOROUGH TOWN NEIGHBOURHOOD PLAN (Paper B)
Members discussed the future of the RAGE website.
RESOLVED to appoint John Slater to maintain the website for a year to monitor levels of engagement with the site, and RECOMMEND TO FULL COUNCIL to create a budget of £125 for the hosting and maintenance of the RAGE website.
