MINUTES of a MEETING of the Planning and Development Committee held REMOTELY on Tuesday 23 February 2021 at 7:00pm

1. APOLOGIES FOR ABSENCE

No apologies were given.

2. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 AND TO RECEIVE ANY APPLICATIONS FOR DISPENSATION

Councillor Craig made a declaration of interest in item 4iii (application 141895). The interest declared was personal in that he lived near the site and had previously commented on it.

3. MINUTES FROM THE PREVIOUS MEETING (Paper A)

Minutes of the meeting of Planning and Development Committee held on Tuesday 26 January 2021

RESOLVED that the minutes of the Planning and Development Committee meeting held on Tuesday 26 January 2021 be confirmed and signed as a correct record.

4. PLANNING APPLICATIONS

i. Application Ref No: 142121 (12/1/21, 28 days)

Proposal: Planning application to increase the height of a section of boundary wall
Location: 141 Middlefield Lane, Gainsborough

RESOLVED that Committee requested clarification on what height was set out in law or in regulations for such a wall. If the proposed wall were higher than what was allowed the Committee would object on those grounds.

ii. Application Ref No: 142248 (12/1/21, 28 days)

Proposal: Planning application for the erection of 3no. light industrial units with associated access road and parking spaces
Location: Land off Foxby Lane, Phase 1 Wharton Close, Gainsborough

 RESOLVED that Committee had no objections to the application.

iii. Application Ref No: 141895 (5/2/21, 14 days)

Proposal: Outline planning application for 12no. residential units with access, layout, scale and appearance matters to be considered (landscaping reserved for future consideration)
Location: Land North of Acland Street, Gainsborough

RESOLVED Committee noted the objections of residents living nearby.

Concerns were raised that work on the site had already started. A caravan has apparently recently been installed on the site.

Members objected on grounds that had been put forward for a similar application on the same site.

More specifically they objected on the following grounds:

  • There are too many properties for the size of the site.
  • General health and safety concerns. The installation of a caravan recently has made the site less safe.
  • Loss of green space.
  • The development is opposite a school that already has traffic safety issues. It was felt that the development would make those issues worse.
  • Insufficient off-road parking.

Committee objected on the grounds stated above, with the principal concern being that there are too many dwellings being proposed for the size of the site.

iv. Application Ref No: 142372 (17/2/21, 28 days)

Proposal: Planning application for dropped kerb
Location: 58 North Marsh Road, Gainsborough

RESOLVED that Committee had no objections to the application.

5. DECISION NOTICES (Papers C-J)

i. Application Ref No: 141880

Proposal: Planning application for redecoration and repair of existing shop front, internal alterations and refurbishment of ground floor, and installation of air conditioner heat exchangers within rear yard

Location: Burton & Dyson Solicitors 22 Market Place Gainsborough

RESOLVED to note the decision.

ii. Application Ref No: 141881

Proposal: Listed building consent for redecoration and repair of existing shop front, internal alterations and refurbishment of ground floor, and installation of air conditioner heat exchangers within rear yard.

Location: Burton & Dyson Solicitors 22 Market Place Gainsborough

RESOLVED to note the decision.

iii. Application Ref No: 142056

Proposal: Planning application for the change of use from garage/store to retail, mobile phone repair shop

Location: Rear of 102 Church Street Gainsborough

RESOLVED to note the decision.

iv. Application Ref No: 141886

Proposal: Application for advertisement consent to display 1no. externally lit replacement wall sign and 1no. internally lit triangular road-side sign.

Location: Thonock Park, The Belt Road, Thonock, Gainsborough

RESOLVED to note the decision.

 6. STREET NAMING

Committee considered street naming request received.

i. Committee to note response from WLDC Officer regarding street naming request for Middlefield Lane site.

RESOLVED Committee resolved to note the response.

7. TREE PRESERVATION ORDERS

Members NOTED that none had been received.

8. HOUSING ZONE

Members NOTED that no further update had been received.

9. GAINSBOROUGH TOWN NEIGHBOURHOOD PLAN (Paper E)

Committee NOTED that the final draft of the Neighbourhood Plan has been uploaded to the WLDC website. This draft includes the changes set out by the Independent External Examiner.

Committee NOTED that the Neighbourhood Plan referendum will be taking place on Thursday 6 May to coincide with the County Council elections.

Committee considered advertisement of the referendum.

RESOLVED to recommend to the Management & Finance Committee that a budget be established of between £500-£1000 to pay for advertisement of the referendum. The following forms of advertisement should be considered:

  • Send a poster to schools, colleges, the hospital, etc and ask them to post it in a visible place
  • Ask Town Councillors to share the information with contacts
  • Advertise the referendum on the Council’s social media and website pages
  • Enquire with WLDC to see if information could be included in the precept letter
  • When appropriate display boards with information and a copy of the plans at the Community Hub
  • Enquire with WLDC about if they will be displaying the information in the Guildhall or elsewhere

Note: Councillor Craig arrived at the meeting at 7.30pm.
