MINUTES of a MEETING of the Planning and Development Committee held REMOTELY on Tuesday 22 December 2020 at 7:00pm

2. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 AND TO RECEIVE ANY APPLICATIONS FOR DISPENSATION

3. MINUTES FROM THE PREVIOUS MEETING (Paper A)

Minutes of the meeting of Planning and Development Committee held on Tuesday 24 November 2020

RESOLVED that the minutes of the Planning and Development Committee meeting held on Tuesday 24 November 2020 be confirmed and signed as a correct record.

Note: Councillors Brennan, Plastow, Schofield and Ward abstained from voting on the above resolution.

4. PLANNING APPLICATIONS

i. Application Ref No: 141933

Proposal:                             Planning application for front extension to shop including installing of side access door and creation of first floor extension

Location:                              17 Church Street, Gainsborough

RESOLVED that Committee had no objections to the application. However, a concern was raised as to why an issue relating to a bowed wall was not being rectified.

ii. Application Ref No: 142091

Proposal:                              County development application to retain the mobile building stationed within the school grounds – PL/0129/20

Location:                              St Georges C of E Primary School, Lindsey Close, Gainsborough

RESOLVED that Committee had no objections to the application.

Note: Councillor Plastow took over in the Chair as Councillor Dobbie was having Wi-Fi issues.

Note: Councillor Plastow declared a personal interest as a resident of the local area.

Note: Councillors Dobbie and Plastow abstained from voting on the above resolution.

iii. Application Ref No: 141886

Proposal:                             Application for advertisement consent to display 1no. externally lit replacement wall sign and 1no. internally lit triangular road-side sign

Location:                              Thonock Park, The Belt Road, Thonock, Gainsborough

RESOLVED that Committee had no objections to the application.

Note: Councillor Dobbie abstained from voting on the above resolution.

iv. Application Ref No: 141735

Proposal:                             Planning application for refurbishment of existing shop units, change of use of the public house to retail and cafe. Reconfiguration of existing living accommodation to form 6no. apartments, and erection of 5no. dwellings

Location:                              25 – 29 Lord Street, Gainsborough

RESOLVED that Committee had no objections to the application.

Note: Councillor Dobbie abstained from voting on the above resolution.

v. Application Ref No: 142056

Proposal:                             Planning application for the change of use from garage/store to retail, mobile phone repair shop

Location:                              Rear of 102 Church Street, Gainsborough

RESOLVED that the Committee supported the application.

Note: Councillor Dobbie resolved his WI-FI issues and took the Chair again for this item.

vi. Application Ref No: 142050

Proposal:                              Planning application to remove existing single storey garage and replace with two storey side extension

Location:                              81 Sunningdale Way, Gainsborough

RESOLVED that Committee had no objections to the application.

Location:                              25 Nelson Street, Gainsborough

RESOLVED to note the decision.

ii. Application Ref No: 141697

Proposal:                             Planning application to remove part of hedge to provide temporary access

Location:                              Land at Foxby Lane, Gainsborough

 RESOLVED to note the decision.

iii. Application Ref No: 141837

Proposal:                             Planning application to extend existing garage

Location:                             4 Bettys Lane, Gainsborough

RESOLVED to note the decision.

 6. STREET NAMING

Committee considered street naming request received.

i. CPL Developments

Proposal – St Lawrence Close

Location – The Old Beckett School, Whites Wood Lane, Gainsborough

RESOLVED for the name of Old School Close to be considered instead of St Lawrence Close.

Note: Councillor Panter abstained from voting on the above resolution.

7. TREE PRESERVATION ORDERS

Members NOTED that none had been received.

8. HOUSING ZONE

Members NOTED that no further update had been received.

 9. GAINSBOROUGH TOWN NEIGHBOURHOOD PLAN (Paper E)

Committee NOTED the responses put forward in answer to the independent external examiner’s questions.

Note: Councillor Plastow took the Chair again as Councillor Dobbie had further WI-FI issues.

10. SUSTAINABILITY, CLIMATE CHANGE AND ENVIRONMENT STRATEGY (Paper F)

Committee NOTED the response put forward by the Community Services Committee.

Note: Councillor Ward abstained from voting on the above resolution.
