1. APOLOGIES FOR ABSENCE
Councillor Matt Boles – ex officio
Councillor Keith Panter – ex officio

2. TO RECEIVE MEMBERS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE
LOCALISM ACT 2011 AND TO RECEIVE ANY APPLICATIONS FOR DISPENSATION
None received.

3. MINUTES OF THE PREVOUS MEETING (Paper A)
i. Minutes of the meeting of Community Services Committee held on Wednesday 13 November
2019
RESOLVED that the minutes of the Community Services Committee held on Wednesday
13 November 2019 be confirmed and signed as a correct record.

Note: Councillor Lambie abstained from voting on the above resolution.

4. WAR MEMORIAL (Standing Item)
The Deputy Clerk advised the tree application for the lower branches of 3 existing trees to be
lifted to allow space underneath had been submitted to WLDC. Work was still ongoing for the
planning application to move the fence.

5. COMMUNITY GRANTS
Members NOTED no community grant applications had been received between from 01
September 2019 and 30 November 2019.

6. LOVE LANE GARAGE ACCESS ROAD (Paper B)
Members considered the occupier issue with flooding and condition of access road and NOTED
the paper received.

RESOLVED to: –
• continue with the current level of maintenance already provided to the access road
to Love Lane garage spaces
• ask the new Clerk once in post to pick up the future of the garage space land with
Thonock and Somerby Estates
• obtain further quotes for the road surfacing works
• have a site visit for Members and continue to review the situation

7. LOVE LANE GARAGE ACCESS ROAD GRASS VERGE (Paper C)
Members considered the request from LCC to install barriers on the grass verge on Love Lane to
stop vehicles driving over it.

RESOLVED that the Operations Manager will price up what it would cost the Town
Council to install barriers and investigate what services may be under the proposed site
for the barriers.

8. SANDFIELD LANE NORTH PLAY AREA PLANTING (Paper D)
Members considered concerns raised regarding resident cultivating an area of land at Sandsfield
Lane North play area site.
Members were of the view that it was not appropriate removing vegetation from the rear of
neighbouring properties leaving them feeling vulnerable.

RESOLVED that the Operations Manager visit the resident carrying out he cultivation to
advise for them to stop removing vegetation from the rear of neighbouring properties, and
if he wished to maintain the cultivation at the rear of his own property he would need to
sign a disclaimer advising of his understanding that it is Council land and would not have
any claim to the land. The Operations Manager to update at the next meeting.

9. HEDGE FLAILING (Paper E)
RESOLVED under Standing Order 10.a.xi to exclude the press and public from the
meeting in respect of confidential or other information which is prejudicial to the public
interest.

Note: Member of the public left the meeting at 7.17pm.

Members considered hedge flailing quotations received for Marshalls Sports Ground, Love Lane
Allotments and Foxby Hill Allotments.

Note: Councillor Rollings declared a non-pecuniary interest as she knew G. Miles Engineering
Ltd.

RESOLVED to accept the quotation received from G. Miles Engineering Ltd of £975
+VAT for hedge flailing at Marshalls Sports Ground, Love Lane Allotments and Foxby Hill
Allotments. Foxby Hill Allotment Association be invoiced £375 for their proportion of the
works.

Note: Councillor Rollings abstained from voting on the on the above resolution.
