RESOLVED to receive the apologies for absence and accept the reasons given.

Councillor Key declared a non-pecuniary interest in agenda item 8iv as a Lincolnshire County Councillor.

 

Councillor Key declared a non-pecuniary interest in agenda item 11 as an employee of West Lindsey District Council.

  1. Meeting of Council held on Tuesday 4 September 2018

 

RESOLVED to defer the approval of the minutes of Tuesday 4 September 2018 due to them still being incomplete due to the Chairman not being forthcoming with the minutes of item 4i when Officers left the meeting. The Clerk is to investigate further.

RESOLVED that the minutes of the meeting held on Friday 19 October 2018 be approved and signed as a correct record.

  1. MAYFLOWER 400

 

Dr Anna Scott, Heritage Consultant for WLDC

 

Dr Scott thanked the Council for monies awarded for the Illuminate event.

 

A Mayflower 400 national programme announcement was taking place in the Houses of Parliament tomorrow.

 

The Mayflower 400 commemorative year begins in November 2019 lasting until November 2020.

 

Dr Scott informed Members she is already working on plans for the 2019 and 2020 Illuminate events, looking at a weeklong Illuminate festival, with the Old Hall planning permanent exhibitions ready for mid-2019.

The United Reform Church is having a Pilgrim room with an exhibition of John Robinson, Gainsborough Heritage Association will have a temporary exhibition in 2020 with the American links and resources will be available for school and toolkits for local business and community groups on how to become involved.

 

Dr Scott did ask if the Council would be able to support with further funding for the 2019 and 2020 Illuminate events as she is wanting the events to be a lot bigger.

 

Members asked Dr Scott to put some proposals together to be discussed at the Community Services Committee.

  1. TO RECEIVE SUCH COMMUNICATIONS AS THE PERSON PRESIDING MAY WISH TO LAY BEFORE THE COUNCIL (Paper D)

 

RESOLVED to note the Mayors Diary and a vote of thanks was given to Councillors Loates and Woolley for their organisation of the Christmas Charity Ball raising money for end of life care.

RESOLVED to NOTE draft minutes.

That Gainsborough Town Council look at marking the 100th anniversary of Remembrance Day with a beacon lighting and Poppy cascade.

 

RESOLVED under Standing Order 13e to refer the motion to the Community Services Committee for discussion.

RESOLVED to RECOMMEND TO FULL COUNCIL to create a budget of £200 for the Mayors Cadet from General Reserves.

RESOLVED to RECOMMEND TO FULL COUNCIL to create a budget of £350 for distribution of the Gainsborough Travel Guide from General Reserves.

  1. Recommendation from Management & Finance Committee (Paper F)

 

RESOLVED to RECOMMEND TO FULL COUNCIL to not join the Parish Agreement scheme for 2019-20, cutting the areas of urban highway verge within Gainsborough.

 

I full debate ensued. Some Members were of the view that it was what the parish residents want and with only two cuts a year leave the town looking unsightly.

 

Councillor Key tabled the Committees recommendation to not join the Parish Agreement scheme for 2019-20, cutting the areas of urban highway verge within Gainsborough.

Councillor Boles tabled an amendment, seconded by Councillor T Davies to:

  • Enter into the Parish Agreement Highway Verge Cutting Scheme for the 2019 /20 period and to explore, ahead of commitment for future years, the possibility of inclusion of wild flower verge areas.

 

At the request a recorded vote on the amendment was taken as follows: –

 

For: –    Councillors Boles, C Davies, T Davies, Isherwood, Loates, Panter, Schofield, Ward, Woolley

 

Against: –         Councillors Clarke, Key, Manning

RESOLVED that Management and Finance Committee are to consider quotations received and provide a recommendation to Full Council.

  1. NEIGHBOURHOOD PLAN

 

The Clerk provided Members with a brief update in the absence of Councillor Hopper.

 

 

  1. GAINSBOROUGH TOWN CENTRE (Paper G)

 

            RESOLVED under Standing Order 14n to exclude the public and press.

 

 

Note: Dr Anna Scott and x1 Member of the public left the meeting at 8.19pm.

 

 

Members were of the view that they did not have enough information from WLDC to consider their main conclusions and proposals from their Member workshop regarding Gainsborough town centre and market.

 

RESOLVED to defer the Gainsborough Town Centre proposals from West Lindsey District Council until such time WLDC provide a full report on proposals to discuss.

 

 

  1. REPORT FROM THE CLERK TO THE COUNCIL

 

RESOLVED to allow press and public back in to the meeting.

The Clerk distributed the report and presented same to members accordingly, highlighting the resignation of the Admin Support Officer.

 

Members thanked the Admin Support Officer for works undertaken for the Council and wished her well.
