There have also been reports of modified vehicles travelling at excessive speeds\, creating the impression that this stretch of road is being used as a racetrack. \nThere is concern that there are insufficient or poorly visible 30 mph signs between Lea and Morton\, which may contribute to drivers failing to observe the speed limit. Residents fear that without further action there is a risk of serious injury to pedestrians and other road users. \nIt is understood that there have been approximately five road traffic accidents on this section of road over the last seven years\, including one fatality. This underlines the need to review whether additional safety measures are required. \nTherefore\, I move that the committee: \n\nRequests a review of the existing 30 mph signage on Lea Road.\nAsks the highways authority to consider installing additional and more prominent 30 mph signs where appropriate.\nInvestigates whether vehicle-activated speed warning signs could be installed.\nReviews accident data and traffic speeds on this stretch of road.\nConsiders any other appropriate measures to improve road safety and encourage compliance with the existing speed limit.\n\nThis motion is submitted in the interests of improving road safety for residents\, pedestrians and all road users. \nPL27/084  Foxby Lane – Proposed 30MPH and 40MPH Speed Limit\nThe proposed reduction in speed limits\, to 30mph and 40mph as shown on the attached plan has been justified against the criteria set out in the county council’s speed limit policy.\nPaper F (pages 61 to 63) \nPL27/085  Archer Speed Survey – Foxby Hill\nTo note the calibrated Archer speed survey equipment was installed in various locations on Foxby Lane on 07/08/2026 and remained in place for a continuous seven-day period. The survey showed that the average vehicle speed was:\n26080602 – 3 mph in a 30-mph speed limit\n26080609 – 1mph in a 60-mph speed limit\n23060610 – 8 mph in a 30-mph speed limit\nPaper G (pages 64 to 67) \nPL27/086  Items for Notification\nTo receive items for notification and to note any items for inclusion on a future agenda (information only).\ni.
