GAINSBOROUGH TOWN NEIGHBOURHOOD PLAN \nThe final stage of the process is for the District Council to formally “make” (adopt) the Plan. The Plan will be formally made at our Full Council Meeting of West Lindsey on Monday 28 June 2021. \nIt is custom and practice of WLDC to invite representatives from the Neighbourhood Plan Group to be present at the meeting\, make a short address to Members and handover their Plans.  West Lindsey has adopted this practice to celebrate the work undertaken by Neighbourhood Planning Groups and congratulate those involved.. \nUnfortunately\, due to the ongoing Covid Restrictions\, yet legal requirement to meet for a formal meetings\, West Lindsey District Council’s Full Council can not be accommodated in our Chambers and such meetings are been held at the Epic Centre and Webcast Live from the venue\, the in person public gallery for all our meetings is currently suspended. \nIt is with regret that WLDC write to advise on this occasion they will not therefore be asking representatives from the Planning Group to attend the meeting to hand over plans.  The Plans will still be adopted and the public can watch on-line via our website \nThe WLDC Chairman made a commitment that once they are able to do so they will look to invite to a future a meeting\, in order that you can address the Council and formally handover the plans. \n9. CENTRAL LINCOLNSHIRE LOCAL PLAN CONSULTATION \nMembers to view the consultation and a response be formed at the next meeting. \nCouncillor Dobbie agreed to draft a Press Release to inform members of the public of the consultation. \n 11. CONSULTATION – GAMBLING ACT 2005 \n Committee considered the consultation letter in relation to the review of WLDC Gambling Policy (Statement of Principles). \nRESOVED to support the draft Statement of Principles. \n 12. RESOLVED to RECOMMEND TO PROPERTY AND SERVICES COMMITTEE to adopt the disused phone box on the Junction of Gordon Street & Stafford Street to be used as a community asset for display of notices\, arts and flowers etc \nRESOLVED not to adopt the disused phone box on the Junction of Gordon Street & Stafford Street to be used as a community asset for display of notices\, arts and flowers etc\, but Cllrs Craig and Dannatt will work with Community Groups to try and protect the disused phone box from removal. \n Members NOTED the resolution. \n 13. TRAFFIC REGULATIONS ORDER REQUEST (Paper L) \nCommittee considered a request from a member of the public to install double yellow lines on Spital Hill from the junction of Hawthorn Avenue heading up towards Corringham Road. \nRESOLVED to write to the County Councillor requesting that the inclusion of double yellow lines be looked into from the Hawthorn Avenue junction heading up towards Corringham Road due to the lack of visibility when cars are parked on the junction. \n 10. TRAFFIC REGULATIONS ORDER REQUEST (Paper M) \nCommittee considered a request from a member of the public to remove double yellow lines on Melrose Road / Nelson Street. \nRESOLVED that the Committee do not support this request as they felt the double yellow lines are in situe for the emergency access of the fire engines. \n11. TRAFFIC REGULATIONS ORDER REQUEST (Paper N) \nCommittee considered a request from a member of the public to install a speed reduction device near Wintern Court on Lea Road. \nRESOLVED to write to the County Councillor requesting that a speed reduction device be looked into being installed near Wintern Court on Lea Road. \n12. GAINSBOROUGH TOWN NEIGHBOURHOOD PLAN \nMembers NOTED the successful referendum result. \nThe Deputy Clerk advised that Nev Brown from WLDC will take the plan with referendum result to a Full Council meeting of the West Lindsey District Council to get it made (adopted) so it can become part of the development plan\, the report is likely to go to the next Full Council meeting on Monday 28th June 2021. \nThe Chairman welcomed Mike Hopper (former Neighbourhood Plan working group chairman) to the meeting. Mike thanked members of the working group\, town council\, west lindsey district council and the peoples panel for their valued input and dedication to the plan. He advised it was not easy to produce a plan for Gainsborough and hoped the Town Council give the plan the attention it deserves going forward. \nCouncillor Dobbie advised members that the referendum posters were ordered to be taken down by the elections department at WLDC advising they shouldn’t have been put up more that 48 hours before the voting. \n13. WLDC PLANNING TRAINING SESSIONS \nCommittee considered attendance at the below WLDC training sessions. \n2nd June – The role of Councillors and Parish Councils in planning \nRESOLVED that Councillors Lambie and Ward attend the 2nd June – The role of Councillors and Parish Councils in planning training. \n28th July – Highways & Flood Risk matters for Planning \nRESOLVED to put on the next meeting. \n29th September – Heritage in Planning \nRESOLVED that Councillor Plastow and Lambie attend the 29th September – Heritage in Planning training. \n14. REDEVELOPMENT OF THE FORMER AMP ROSE FACTORY SITE\, HEAPHAM ROAD\, GAINSBOROUGH \n Committee considered provisional plans and brief outline report from the developer. \nRESOLVED that the Committee support the outline plans for the development of the former AMP Rose factory site on Heapham Road. \n15. STURTON WARD NEIGHBOURHOOD PLAN \nThe Sturton Ward Neighbourhood Plan (Review) has been formally submitted to Bassetlaw District Council in accordance with Regulation 15 of the Neighbourhood Planning (General) Regulations 2012. Bassetlaw District Council is now consulting interested parties on this submission\, in accordance with Regulation 16 of the same regulations for a six week period. \nRESOLVED that members submit personal submissions if they have any comments \n16. COUNCILLOR DOBBIE – NEIGHBOURHOOD PLAN WORKING GROUP \nMembers considered reinstating the Neighbourhood Plan working group for the presentation and adoption of the plan. \nMembers agreed there wasn’t a need to reinstate the former Neighbourhood Plan working group but felt something may be needed in the future to consult with the public. \nRESOLVED that former working group members\, Mike Hopper\, Barry Coward and Sheila Bibb\, along with 2 Councillors\, Schofield and Plastow attend the handing over ceremony of the plan at WLDC on Monday 28th May. \n 17. COUNCILLOR SCHOFIELD – GAINSBOROUGH NEIGHBURHOOD PLAN \nHow will the Planning Committee and GTC create practical events and opportunities for Gainsborough residents\, to support a better understanding of the Neighbourhood Plan and how it will work once it becomes a Legal Document? \nMembers discussed how the Planning Committee will work with the plan. \nRESOLVED that Neighbourhood Plan become a standing item on the Planning agenda\, receive training from Matthew Gleadell on the plan and continue community consultations through the people’s panel. \n 18. MOTION TO BE MOVED BY COUNCILLOR SCHOFIELD \n Context: \nProperty and Services Committee 5th May. Paper B. Levellings update. The update makes recommendations to have a survey done on tree/trees on Levellings. Whilst it mentions that\, provided there are no issues with planning\, they will remove the tree/trees and repair any damage to the pathways\, it does not mention the sustainability of new tree growth to maintain or reduce Carbon Emission. \nI recommend that: \n“The Planning Committee ask for details on the replacement of any trees removed\, the location and number of replacement trees and how they will be managed to ensure growth.” \nIn this current climate the loss of trees is a world wide concern. Being very aware of how important it is to maintain and where possible increase tree numbers I am disappointed that this was not automatically raised by the Chair or other Councillors and if it had been discussed should have been reflected in the update. \nI know for many people the removal of trees is not seen as an issue\, however I hear comments regularly from residents who do feel strongly that the trees we have left are preserved wherever possible and at least replaced\, and I feel the Council should set an example. \nSeconded by Councillor Plastow. \nRESOLVED to extend the meeting passed 2 hours. \nRESOLVED to ask the Property and Services Committee for details on the replacement of any trees removed\, the location and number of replacement trees and how they will be managed to ensure growth.” \nMeeting concluded at 9.03pm \n
