Minutes of the meeting of Personnel Committee held Wednesday 31 October 2021 \nRESOLVED that the minutes of the Personnel Committee meeting held on Wednesday 13 October 2021 be confirmed and signed as a correct record. \nNote: Councillors Craig\, O’Connor and Velan abstained from voting on the above resolution. \n4. 2022 / 2023 BUDGET (Paper B) \nMembers NOTED the draft proposed ‘Employee Costs’ element of the budget. The committee noted that the National Living Wage was due to increase from 01 April 2022. \n5. EXCLUSION OF PRESS AND PUBLIC \n Due to the confidential nature\, members RESOLVED to exclude the press and public from the meeting during consideration of the next seven items in accordance with the Public Bodies (Admission to Meetings) Act 1960. \n6. STAFF APPRAISALS \nCommittee considered arrangements for office staff appraisals. \nCommittee noted the policy states: – 3.2 Each member of staff is appraised by their line manager. The Town Clerk is appraised by the Leader and Chairman of the Personnel Committee. \nThe committee noted that the Town Clerk \, the line manager of the office based staff\, had only recently joint the team and might need some support carrying out the appraisals. \nRESOLVED that the Town Clerk assisted by Councillor Schofield (Councillor Woolley as reserve) carry out the appraisals of the Deputy Clerk\, Operations Manager and Admin Support Officer. \n7. STAFF TRAINING (Paper C) \nCommittee considered approval of staff training. \nRESOLVED to approve the minimum expenditure of £388.00 + VAT for staff training from the current budget. \n 8. SICKNESS ABSENCE AND ANNUAL LEAVE (Paper D) \nCommittee noted the report. \nMembers agreed that Officers and staff should be encouraged to give thought to taking their leave sooner rather than later to ensure they can be accommodated. \nThe Town Clerk is to look into the corona virus legislation regarding the carrying over of holidays. \n 9. GROUNDS MAINTENANCE UPDATE \n Committee noted the verbal update from the Operations Manager. \n10. ADMIN SUPPORT OFFICER POST \nRESOLVED to defer until the next meeting when Councillor Schofield can provide a report. \n11. COUNCIL REVIEW \nCommittee received a verbal update from the chair on progress made so far. Further information had been collated by Cllr Schofield who had sent her apologies. \nThe Town Clerk expressed queried whether the council would need to define a medium term vision/strategy to inform any review of a staffing structure. \nRESOLVED to hold a Full Council brainstorming session to decide a vision and direction for the Council\, the Chair of Council to update Members at the next Full Council. \nNote: Councillor Boles voted against the above resolution. \nNote: Councillor O’Connor abstained from voting on the above resolution. \n12. EXTRA STATUTORY DAYS  \nCommittee considered allocation of the two NJC days which would see the office closed on Friday 24 December 2021 and Friday 31 December 2021. \nRESOLVED to agree the extra statutory days and the office being closed on Friday 24 December 2021 and Friday 31 December 2021\, additionally Members agreed that the Office closes at noon on Thursday 23rd December. \n6. EXCLUSION OF PRESS AND PUBLIC \nDue to the confidential nature\, members RESOLVED to exclude the press and public from the meeting during consideration of the next six items in accordance with the Public Bodies (Admission to Meetings) Act 1960. \n 7. GROUNDS MAINTENANCE UPDATE AND RECRUITMENT (Paper C) \n Committee noted the report. \n8. SICKNESS ABSENCE AND ANNUAL LEAVE (Paper D) \nCommittee noted the report. \nMembers agreed that Officers and staff should be encouraged to give thought to taking their leave sooner rather than later to ensure they can be accommodated. \n9. STAFF APPRAISALS (Paper E) \nAppraisals were noted and members agreed that they were very positive. \nCouncillor Boles highlighted that some operatives are becoming increasingly skilled and experienced\, and this should be considered as part of the Re-assessment of Structures. \n10. ADMIN SUPPORT OFFICER POST \nRESOLVED to defer until the next meeting. \nCouncillor Schofield will be arranging meetings with Office Staff and Officer and Senior Grounds Operative and Officer to solicit their views and details of workload etc\, which will inform the Re-assessment of Structures. \n11. COUNCIL / STAFF PAY REVIEW (Paper F) \nIt was noted the title for this item is Council Review. Staff Pay Review would be a separate agenda item should it be under discussion. \nMembers thanked Councillor O’Connor and Councillor Schofield for the work put into their document to be considered during the Re-assessment of Structures. \nCouncillor Schofield reminded members that paper F was never intended to be an official document. It has not been to Full Council for ratification\, so members need to give this due regard but not to act upon it in any formal capacity. \nCouncillor Woolley and Councillor O’Connor will be meeting to discuss the findings of Councillor O’Connor’s review into the views of members\, user groups and\, outside agencies\, upon its completion. \n12. STAFFING REQUESTS (Paper G \n Members agreed that the Re-assessment of Structures would include viable options for rewarding additional workload. \nThis being the case staff who have made requests will be able to resubmit them once a structure is in place. \nThe meeting concluded at 8.43pm \n

HEALTH AND SAFETY POLICY (Paper B) \nCommittee considered the reviewed Health and Safety policy. \nRESOLVED to approve the reviewed Health and Safety policy. \n5. EXCLUSION OF PRESS AND PUBLIC \n Due to the confidential nature\, members RESOLVED to exclude the press and public from the meeting during consideration of the next four items in accordance with the Public Bodies (Admission to Meetings) Act 1960. \n6. GROUNDS MAINTENANCE UPDATE AND RECRUITMENT (Paper C) \n Committee received and noted an update on the Grounds Maintenance team\, recruitment and current staff member probation. \nRESOLVED that; – \n\nCouncillors Boles and Panter would be available for the probation reviews\nCouncillors Boles and T Davies would be available for shortlisting and interviews for the Grounds Maintenance Operative position\, with Councillors Schofield and Woolley as reserves.\n\n7. ADMIN SUPPORT OFFICER POST \nCommittee discussed the benefits of early appointment of a full time Admin Support Officer. \nThe Committee noted the current Admin Support Officer was no longer imminently leaving\, so didn’t feel it was appropriate to appoint to the post early. \nCommittee considered potentially changing the current Admin Support Officer role\, title and salary. \nRESOLVED that: – \n\nCouncillor Boles would consult with HR to confirm if Council could change the job description / title and salary of the current Admin Support Officer\nCouncillor Woolley to speak with the current Admin Support Officer to see if she would be happy with a change in job description\nLook into potentially recruiting a part time Admin Support Officer\n\n8. COUNCIL REVIEW (Paper D) \nCommittee considered the report from Councillor O’Connor. \nHaving discussed the document and noted it\, the Committee thanked Councillor O’Connor for his time and thoroughness in providing the Council with a comprehensive working document. \n9. STAFFING REQUESTS (Papers E & F) \nCommittee considered requests received from two employees \nThe Committee discussed the requests. It was unanimously agreed that the additional work undertaken in the absence of the Clerk was sincerely appreciated and the staff requests be duly considered. Having taken advice from HR it was agreed to take the matter to Full Council for consideration. \nThe meeting concluded at 8.36pm

ADMIN SUPPORT OFFICER POST (Paper E) \nCommittee considered the proposed amendments for the Admin Support Officer job description which would form as part of the recruitment once the current post holder leaves the council. \nRESOLVED approve the amendments to the job description apart from item 7\, to remove allotment inspections and to mirror item 6. \n9. ADMIN SUPPORT OFFICER POST \nMembers were informed that the Admin Support Officer will be leaving her post in the near future. Create specific contracts for each position at the Council for review by the Committee; \nii. undertake a review of the Staff Handbook; \niii. bring forward documents that outline a standardised recruitment process\, and; \niv. that the documents be put to the committee in stages and not all at one meeting. \nCommittee considered a reviewed version of the Staff Handbook in line with point 2 of the resolution above. \nDue to the absence of the Clerk Members wanted to clarify with HR that they had been involved with the process and are happy with the revised document. \nIt was also noted that some Members of staff have not signed their new contracts issued by the Clerk. \nRESOLVED to liaise with HR to ascertain what involvement they had in the production of the revised Staff Handbook and to meet with Members of staff to find out why contracts have not been signed. \n5. SEASONAL GROUNDS MAINTENANCE OPERATIVE POST (Paper C) \nCommittee considered a report about recruitment to the post and possible options. \nRESOLVED to attempt recruitment again\, advertise as a 6 month post and not until end of September. \n6. OFFICE WORKING ARRANGEMENTS (Paper D) \nCommittee received an update about office working arrangements and to considered any matters arising. \nMembers NOTED the reports and that Councillors Boles & Craig had met with staff and agreed to allow office working and adopt a common-sense approach with flexibility. \n7. RECRUITMENT TO THE TOWN CLERK POSITION (Paper E) \nFollowing the resignation of the current Town Clerk Members considered recruitment and associated job description\, person specification and job advert. \nMembers considered shortlisting and interview panel noting that final selection and appointment will require a resolution of Full Council. \nRESOLVED as follows:  – \n\nApprove the job advert\nApprove the job description\nApprove the person specification\nApprove advertising with LALC\, NALC\, SLCC\, Facebook\, Twitter\, Job centre and the TC website\nShortlisting and interview panel to be made up of Councillors Boles\, Craig\, Graham\, O’Connor\, Deputy Clerk and Katrina Evan from LALC. Reserve Councillors are Councillors Woolley & Davies.\n\n  \n 8. EXCLUSION OF PRESS AND PUBLIC \n Due to the confidential nature\, members RESOLVED to exclude the press and public from the meeting during consideration of the next item in accordance with the Public Bodies (Admission to Meetings) Act 1960. \nNote: The Operations Manager and Admin Support Officer left the meeting. \n9. SICKNESS\, ABSENCE AND LEAVE (Paper F) \n Committee NOTED the report relating to about staff sickness\, absence\, and leave. Members raised concerns about staff carrying forward holidays\, and agreed to monitor holiday use. \n10. PAY RANGE INCREASE 2021 (Paper G) \nCommittee noted and considered a report about pay range increase for 2021. \nRESOLVED to NOTE the pay scale increases of the two members of staff and RECOMMEND to Finance and Strategy Committee to ratify the adjustments. \n11. STAFF ISSUE (Paper H) \nMembers NOTED the contents of the report. \n RESOLVED to: \ni. allow the Admin Support Officer the flexibility to increase her hours to 37 per week when the need arises\, paid either as salary or toil. \nii. hold a workshop type event for Members to look at the Councils main roles and responsibilities\, and to look at adequate staffing levels. \nThe meeting concluded at 7.54pm
