Levellings Improvements Working Group - Monday 1 July 2019\nPresent: \nCouncillor Richard Craig (Chairman) \nCouncillor Paul Key \nCouncillor Keith Panter – ex officio \n  \n  \nIn Attendance: \n  \nClaire Hill                                Town Clerk \n  \n  \n  \n\n APOLOGIES FOR ABSENCE\n\n  \nCouncillor Matt Boles \nRepresentative from Connexions Youth Council \n  \n  \n\n DECLARATIONS OF INTEREST\n\n             \n            None made. \n  \n  \n\n MINUTES OF THE PREVIOUS MEETING  \n\n  \nRESOLVED that the minutes of the Levellings Site Improvement Working Group meeting held on Wednesday 12 June 2019 be confirmed and signed as a correct record. \n  \nNote: A Member abstained from voting. \n             \n  \n\n ACTIONS FROM PREVIOUS MEETING\n\n  \nThe group reviewed the actions as set out in the Minutes of the previous meeting and NOTED the following: \n\nSite photos had been taken and received\nPlan drawn up showing scale of the site\nPrevious consultation activity had been circulated to the group\nMuga dimensions had been received (30m x 18m with fencing at 3m height to sides and 4m height at each end)\n\n  \n  \n\n SITE ASPIRATIONS / DIRECTIONS\n\n  \nThe group reviewed the photographs of the site in its current state. It was felt that sight of the previous ROSPA inspection report would be helpful and that the Operations Manager should attend the next working group meeting to give further information regards the fenced off area and to assist with exploring any short-term improvements to the equipment already in situ. \n  \nMembers discussed utilising the existing hard standing for a MUGA and agreed that development of any hard facilities should be within / adjacent to the existing activity area. \nIn terms of the existing pavilion Members wanted to explore this being opened as a public toilet facility longer term. \n  \nThe borders to the site were discussed noting the need for landscaping and re-establishment of fencing areas for the site and provision of benches and picnic areas. \n  \nNote: Councillor Panter left the meeting at 10.50am \n  \n  \n\n NEXT STEPS\n\n  \nActions to be completed ahead of the next meeting were agreed as follows: \n  \n\n2018 ROSPA report to be circulated to working group members\nSite visit\n\n  \nNote: Councillor Key left the meeting at 11.10am \n  \n  \n\n DATE AND TIME OF NEXT MEETING\n\n  \nThis was proposed as Friday 9th August at 10.am \n  \n  \n  \nThe meeting closed at 11.12am \n

A Member abstained from voting. \n             \n  \n\n REVIEW OF PREVIOUS ACTIVITIES AND CONSULTATION\n\n  \nThe group reviewed the actions as set out in the Minutes of the previous meeting and NOTED the following: \n\nConsultation activity with Parish School had been completed\nKompan competition unsuccessful\nLevellings charity status – It was noted that the external funding identified to date by the Clerk would accept applications from Statutory bodies or charities\, it was acknowledged that the governance infrastructure was already in place for a submission as a Statutory Body but further research would need to be undertaken in relation to submission as a charity\nNational Lottery Funding potential opportunity to be further explored\nPrevious concern regards dog fouling is now being addressed as part of wider PSPO activities\n\n  \n  \n\nChange of use for area of the site – Members against further exploration\nResearch of Sport England as possible source for further funding – brief summary given to the meeting\, to be further explored\n\nThe remaining actions were deemed to be no longer relevant to the project. \n  \nThe Clerk referred Member to previous consultation activity undertaken with Parish School and the resulting suggestions for new equipment. \n  \n  \n\n SITE ASPIRATIONS / DIRECTIONS\n\n  \nIt was agreed that site aspirations using the existing consultation results should be the focus of the next meeting\, along with further information as to the proposed MUGA. \n  \nMembers considered the broader objectives of the project such a landscaping\, possible public toilet provision and CCTV coverage. \n  \n  \n\n NEXT STEPS\n\n  \nActions to be completed ahead of the next meeting were agreed as follows: \n  \nAs is site photos \nPlan to be drawn up from free mapping resource \nSport England funding to be researched \nPrevious consultation to be shared with Group members \nMuga size requirements \n  \n  \n\n DATE AND TIME OF NEXT MEETING\n\n  \nThis was agreed as Monday 1st July 2019 at 10.00am

DESCRIPTION:1. Levellings Improvements Working Group - Wednesday 21st March 2018\nPresent: \nCouncillor Steven Ward \nCouncillor Denise Schofield \n  \n  \nIn Attendance:                       Matthew Gleadell \n  \n  \n  \nRESOLVED to appoint Councillor Ward as the Chair of this Working Group. \n  \n  \n\n APOLOLGIES\n\n  \nNone received. \n  \n  \n\n REMIT OF WORKING GROUP\n\n  \n            The Working Group reviewed and noted the remit of the working group which was duly           explained to them by The Clerk. \n  \n  \n\n CONSULTATION/PROJECT PLAN  \n\n  \n            The Clerk gave those present an outline of the various consultation work already undertaken           and discussion was held around the outline project plan.  Particular discussion was held in             relation to the issue of dog fouling on the site and the benefit of CCTV.  There were mixed views on how beneficial CCTV would be to the issue. \n             \n  \n\n PROJECT OBJECTIVES \n\n  \n            Members considered the broader objectives of the project.  Security of the changing room           block was noted as a particular priority.  General improvements around the site were also   welcome.  Discussion was held around the possibility of seeking funding for a series of events  on the site which may link to certain physical improvements. \n  \n  \n\n KOMPAN COMPETITION\n\n  \n            The Clerk explained that he had entered a competition with Kompan and explained that if             successful\, the Council would need to find £30k match funding to go toward £30k that would put into the project by Kompan themselves.  It was agreed that Full Council should be approached with a view to providing some additional funding for the project should the Kompan competition be successful.  The Clerk noted that it is likely he would be able to secure at least  £8k from West Lindsey District Council towards the project.  It was noted that some outline designs from Kompan would be helpful for the general project process. \n  \n\n CHARITY\n\n  \n            The Clerk explained that there is a charity which exists for the benefit of the site.  The Clerk explained that the charity is dormant at present but could be used towards the project. \n  \n  \n\n NEXT STEPS\n\n  \nIt was agreed that the following steps would be taken in relation to the project: – \n  \n\n\n\nACTION\nRESPONSIBILITY\nPRIOR PROGRESS UPDATE\nNEXT STEPS\n\n\nParish Junior School\, who use the Levellings for PE\, are to complete a project highlighting ideals for equipment and opportunities for the Levellings.\nMatthew Gleadell\nExpecting the project to be complete by June\n\n\n\nA competition with Kompan for match funding has been entered with a good chance of success.\nMatthew Gleadell\nThe equipment \nneeds to be in \nplace quite \nquickly. Additional \nfunding may be \nrequired.\nMG to add to the Agenda of the next full Council Meeting with intent to discuss the addition of further funds.\n\n\nLevellings has Charity status. Research how this status could further possibilities for improving the site.\nDenise Schofield\n\n\n\n\nNational Lottery Funding is an available source of additional funding. Research possibilities and look at the process with a view to making an application.\nDenise Schofield\n\n\n\n\nDuring a Facebook Consultation\, dog fouling was raised as a major concern.\nMatthew Gleadell \n  \n  \nSteven Ward\nSeveral officers are now enabled to fine owners for not clearing up after their pet. It is difficult to secure the evidence needed.\nCCTV is an option with a rent of 1K per annum. \n  \nMG and SW to visit WLDC to observe CCTV in action.\n\n\nThere is sufficient space within the site to change use possibly for 3 units subject to current lease and a change to deeds.\nMatthew Gleadell\nTo pursue further as required.\n\n\n\nResearch Sports England as a possible sources of further funding. \n \nMatthew Gleadell\n\n\n\n\nThe National Citizen Service undertook a consultation process and produced a report. Liaise with NCS to discuss some of the findings.\nSteven Ward\n\n\n\n\nLook into the possibility of local Traders to offer goods and services rather than financial funding.\nDenise Schofield.\n\n\n\n\n\n  \nMeeting closed at 11.45am
