MINUTES OF THE PREVIOUS MEETING (Paper A) \n Minutes of the meeting of Levellings Site Improvement Working Group held Friday 8 January 2021. \n RESOLVED that the minutes of the Levellings Site Improvement Working Group meeting held on Friday 8 January 2021 be confirmed and signed as a correct record. \n4. CONSULTATION RESULTS (Papers B&C) \nMagda Read and Clifford Read gave an update on the updated consultation results document. \nMembers noted the update from Magda Read Associates. \nRESOLVED to accept the updated consultation document and to accept option 2 (without a carpark) as the basis for the final plan to be submitted by MRA. \nNote: Magda Read and Clifford Read left the meeting at 2.39pm \n5. FCC COMMUNITY ACTION FUND (Paper E) \nRESOLVED that the project be split into phases with the first phase focusing on the play equipment (including the basketball court) at the northern end of the site and the planting of new borders and the Japanese garden area. \nRESOLVED It was further resolved that it be RECOMMENDED to the COMMUNITY SERVICES COMMITTEE that a survey of the trees near the dog walk be conducted to establish if they could be removed to prevent further damage to the paths. Assuming there are no issues in relation to planning it is recommended that the tree or trees causing a problem to be removed and the path restored to a good condition. \nRESOLVED that a meeting of the Working Group will be held on Friday 23 April 2021 at 2pm. \nThe meeting closed at 3.06pm

LEVELLINGS FOOTPATHS (Paper D) \nMembers noted the current state of the footpaths. \nRESOLVED to ask the Operations Manager to obtain quotations for the repair of the whole footpath around Levellings playing field and dog walk. Councillor Key to speak to LCC regarding the dog walk footpath. \nNote: Councillors agreed to carry out a site visit to look at the footpaths. \n6. FCC COMMUNITY ACTION FUND (Paper E) \nRESOLVED to apply to the FCC Community Action Fund for basic repairs and upgrades to current play equipment. \nThe meeting closed at 3.43pm

Levellings Improvements Working Group - Friday 6 March 2020\nPresent: \nCouncillor Richard Craig (Chairman) \nCouncillor Paul Key \nCouncillor Keith Panter – ex officio \n  \n  \nIn Attendance: \n  \nTom Clay                                Town Clerk \nRachel Allbones                      Deputy Clerk / RFO \n  \n  \n  \n\n APOLOGIES FOR ABSENCE\n\n  \nCouncillor James Ward \n  \n  \n\n DECLARATIONS OF INTEREST\n\n             \nNone received. \n  \n  \n\n MINUTES OF THE PREVIOUS MEETING (Paper A)\n\n  \n\nMinutes of the meeting of Levellings Site Improvement Working Group held Friday 7 February 2019\n\n  \nRESOLVED that the minutes of the Levellings Site Improvement Working Group meeting held on Friday 7 February 2019 be confirmed and signed as a correct record. \n  \n  \n\n PROJECT AIM\n\n  \nThe Town Clerk advised that before engaging a consultant Members should consider setting out formally and clearly the aims of the project. \n  \nCommittee set out that the main aims in the following order \n\nRepair current equipment and surfacing\nReplace removed equipment\n\n\nfurther work generated by any consultation work\n\n  \nThe Deputy Clerk advised that regarding the repair and replacement of equipment stating GTC did not need to engage MRA to repair / replace equipment. \n  \nCommittee Members stated they had been told previously that the office did not have the capacity to complete grant applications for the project\, and that was why a consultant had been approached. \n  \n5.MAGDA READ ASSOCIATES (Paper B) \n  \nMembers considered the following: – \n  \n\nFee for the provision of professional services\n\n  \nMembers NOTED that MRA are not VAT registered and that the total cost to the Council for the works would be £9\,828. \n  \nMembers NOTED that the Town Council did not have some previous consultation documents and that those which had been found were outdated. \n  \nRESOLVED that the Committee accept the fee proposal for the provision of professional services of £9\,828 on the proviso that 8.6 be amended\, as consultation would need carrying out again due to no results being available\, and 11.0 be added to include ‘Advising and Scoping works for Grant Applications’. \n  \n  \n\nConditions of Engagement\n\n  \nMembers requested that 2.3 of the conditions be amended as it currently reads “All fees and charges under the Agreement are inclusive of VAT”. MRA has since advised “that MRA is not registered for VAT and therefore our total fee bid is exclusive of VAT”. \n  \nRESOLVED to accept the Conditions of Engagement on the provision that 2.3 is either removed or reworded to make clear that all fees and charges are exclusive of VAT\, and 2.6 – 2.13 renumbered as 2.4 & 2.5 are missing. \n  \n  \n\n PROJECT PLAN (Paper C)\n\n  \nMembers NOTED the project plan and highlighted that some elements need updating. \n  \n  \n\n REPORT FOR THE COMMUNITY SERVICES COMMITTEE & MANAGEMENT AND FINANCE COMITTEE\n\n             \nMembers agreed to distribute the updated Proposal and Conditions of Engagement from MRA Associates\, along with an updated Project Plan. The intention is that the University be engaged in completing a feasibility study and community consultation as part of the project in conjunction with the working group and Lincoln University Students. Cllr Ward advised that he would also be speaking to local schools regards level of need when they returned from the summer break. Cllr Ward distributed a Sovereign brochure which contained examples of disabled equipment. There was some discussion in relation to funding with indicative pricing at £13k for an adapted roundabout. Cllr Craig referred to the information from Disability Network that there were significant funds still to be allocated from the National Lottery Awards for All scheme.\n\n  \n\nQuotation for surfacing repairs / renewal to surface of Proludic area to be sought as soon as possible – The Clerk advised that quotes for surface renewal works were outstanding and that it would be some weeks before contractors were available to attend site. It was agreed that quotation for repair only should also be sought.\n\n  \n\nCllr Craig to speak to Sport England regards skate park funding – Noted as outstanding\, with Cllr Craig to action alongside contact with the National Lottery Awards Scheme.\n\n\nFurther quote for swing upgrade to be confirmed – The Clerk distributed the quote received for equipment only from Proludic and noted that the HAGS quotation was outstanding and expected to be a further three weeks before receipt.\n\n  \n  \n\n FEASIBILITY STUDY AND INVOLVEMENT OF LINCOLN UNIVERSITY\n\n  \nCllr Craig referred to the need for external funding to support wider works to the site and the value of a feasibility study to support any grant application. The Clerk apologised that the meeting was arranged when pre-arranged leave was in place. \n  \n  \n\n SITE ASPIRATIONS / DIRECTIONS\n\n  \nMUGA – Cllr Craig advised that following the site visit it was unlikely that this would be sited on the existing smaller ball court and an adjacent area would need to be utilised. The group noted that installation would only be possible with the support of external grant funding. \nHe noted that the MUGA group established in Gainsborough were currently focussed on a potential installation on WLDC land at Danes Road\, adjacent to the play area maintained by Gainsborough Town Council. \n  \nDisabled Play Equipment – Cllr Ward referred to a request he had received from a member of the public to install disabled play equipment on this site. It was agreed that Cllr Ward would do some further research in relation to this. \n  \nQuotes received to date – The Clerk advised that following the site visit and requests from members to focus on the existing play areas the Operations Manager had met with 3 suppliers: \n  \nProludic \nQuotation received for supply of missing parts on a supply only basis. The Clerk advised that the replacement parts would need to be installed by the grounds team. She also advised that as well as refurbishing the equipment surfacing repair works were required to bring this area back into use. It was suggested that rubber matting with grass infill would be a more cost-effective long-term option than the current wet pour. Whilst no formal quotation had been received based on historic pricing an outline cost for removal of the wetpour at £8.8k was given with grass and rubber matting costed at £24.00 per sqm. \n  \nMembers were keen to see this area brought back into use as quickly as possible and wanted to see the current fencing adjusted to enclose the damaged area of surfacing and reopen this part of the site without delay\, whilst confirmed quotations for the renewal of the surfacing were sought. \n  \nRESOLVED that the quotation for the required parts from Proludic at £1985.72 be accepted with expenditure from the Levellings development funding held within earmarked reserves. \n  \nSovereign \nFrom their recent site visit members were keen to see the swing capacity in the toddler area increased to a double bay swing. The design and quotation received was distributed to the group to review. The Clerk noted that a further quotations for increased swing capacity were outstanding from other suppliers. \n  \nDiscussion then turned to reinstallation of a skate park and Members were keen to see the existing concreted area used for this purpose. Members requested that they were present when an onsite visit for design and costing could be arranged. Levellings Improvements Working Group - Wednesday 21st March 2018\nPresent: \nCouncillor Steven Ward \nCouncillor Denise Schofield \n  \n  \nIn Attendance:                       Matthew Gleadell \n  \n  \n  \nRESOLVED to appoint Councillor Ward as the Chair of this Working Group. \n  \n  \n\n APOLOLGIES\n\n  \nNone received. \n  \n  \n\n REMIT OF WORKING GROUP\n\n  \n            The Working Group reviewed and noted the remit of the working group which was duly           explained to them by The Clerk. \n  \n  \n\n CONSULTATION/PROJECT PLAN  \n\n  \n            The Clerk gave those present an outline of the various consultation work already undertaken           and discussion was held around the outline project plan.  Particular discussion was held in             relation to the issue of dog fouling on the site and the benefit of CCTV.  There were mixed views on how beneficial CCTV would be to the issue. \n             \n  \n\n PROJECT OBJECTIVES \n\n  \n            Members considered the broader objectives of the project.  Security of the changing room           block was noted as a particular priority.  General improvements around the site were also   welcome.  Discussion was held around the possibility of seeking funding for a series of events  on the site which may link to certain physical improvements. \n  \n  \n\n KOMPAN COMPETITION\n\n  \n            The Clerk explained that he had entered a competition with Kompan and explained that if             successful\, the Council would need to find £30k match funding to go toward £30k that would put into the project by Kompan themselves.  It was agreed that Full Council should be approached with a view to providing some additional funding for the project should the Kompan competition be successful.  The Clerk noted that it is likely he would be able to secure at least  £8k from West Lindsey District Council towards the project.  It was noted that some outline designs from Kompan would be helpful for the general project process. \n  \n\n CHARITY\n\n  \n            The Clerk explained that there is a charity which exists for the benefit of the site.  The Clerk explained that the charity is dormant at present but could be used towards the project. \n  \n  \n\n NEXT STEPS\n\n  \nIt was agreed that the following steps would be taken in relation to the project: – \n  \n\n\n\nACTION\nRESPONSIBILITY\nPRIOR PROGRESS UPDATE\nNEXT STEPS\n\n\nParish Junior School\, who use the Levellings for PE\, are to complete a project highlighting ideals for equipment and opportunities for the Levellings.\nMatthew Gleadell\nExpecting the project to be complete by June\n\n\n\nA competition with Kompan for match funding has been entered with a good chance of success.\nMatthew Gleadell\nThe equipment \nneeds to be in \nplace quite \nquickly. Additional \nfunding may be \nrequired.\nMG to add to the Agenda of the next full Council Meeting with intent to discuss the addition of further funds.\n\n\nLevellings has Charity status. Research how this status could further possibilities for improving the site.\nDenise Schofield\n\n\n\n\nNational Lottery Funding is an available source of additional funding. Research possibilities and look at the process with a view to making an application.\nDenise Schofield\n\n\n\n\nDuring a Facebook Consultation\, dog fouling was raised as a major concern.\nMatthew Gleadell \n  \n  \nSteven Ward\nSeveral officers are now enabled to fine owners for not clearing up after their pet. It is difficult to secure the evidence needed.\nCCTV is an option with a rent of 1K per annum. \n  \nMG and SW to visit WLDC to observe CCTV in action.\n\n\nThere is sufficient space within the site to change use possibly for 3 units subject to current lease and a change to deeds.\nMatthew Gleadell\nTo pursue further as required.\n\n\n\nResearch Sports England as a possible sources of further funding. \n \nMatthew Gleadell\n\n\n\n\nThe National Citizen Service undertook a consultation process and produced a report.
