Town Clerk Paper F (pages 25 to 54) \nFC25/086  Motion from Councillor Coxon\nFollowing the recent walkabout with the police commissioner\, leader and representatives from various organisations\, I wanted to share an exciting opportunity that came up during discussions myself and the leader had with Marc. \nWe talked about collaborating with the probation service to engage in community payback initiatives. Specifically\, we’re looking into organising a litter pick as part of the community service programme. I was included in an email with Marc’s assistant and the probation service\, which provided guidance on how to apply for this programme. \nGiven the positive impact this could have on our town\, I would like to propose that our Council applies to join the probation service’s community payback scheme. It’s a fantastic way to not only improve our local environment but also to support the rehabilitation process for those involved. \nI’m asking colleagues to support this initiative and back the Town Council making an application? Your support would be invaluable in moving this forward. \nFC25/087  Motion from Councillor Coxon\nI am seeking colleague support for a proposal I believe will greatly benefit our community. It has been brought to my attention by several visitors to the park that the current parking situation is less than ideal\, particularly for those who require wheelchair access. At present\, visitors have to unload their wheelchairs and then find parking on the road\, which poses significant inconvenience and potential safety concerns. \nIn light of this\, I am proposing the establishment of a public car park where the Avery was located at the front of Richmond House. This new facility would vastly improve accessibility for all visitors. \nAdditionally\, I would like to address the current state of our toilet facilities. I believe there is a strong case for not only upgrading these facilities but also introducing a dedicated changing place. This would involve seeking financial support from the West Lindsey District Council to ensure that we can provide a fully accessible and accommodating environment for all park visitors. \nColleague support and input would be invaluable in moving this proposal forward. He felt comfortable that the TC should work alongside them and WLDC for the 2022 event and not run a separate event. \nThe DC questioned if the TOR were fit for purpose if the Council were potentially going to work with Marshalls Yard and WLDC as in previous years. \nThe Council resolved to adopt of the Christmas Event Working Group Terms of Reference. \nCllr T Davies voted against and Cllrs C Davies\, Loates and Woolley abstained from voting. \nThe Council resolved to appoint Cllrs  Dannatt\, Key\, Panter & Plastow to the  Christmas Event Working Group.\nCllrs  Dannatt\, Key\, Panter & Plastow to arrange Christmas Event Working Group meetings to discuss and propose options for the re-use of the old Christmas lights. \n \nLGA1972\, s.101\n\n\nFC23/055\nTo consider the following recommendation from Property and Services Committee for approval. \na)    (PS23/040) The Committee resolved to recommend to Full Council to contribute £1\,000 towards the 2022 Illuminate event from general reserves.\nThe Council resolved to contribute £1\,000 towards the 2022 Illuminate event from general reserves.\nTC to inform Anna Scott at WLDC.\nLGA1972\, s.144\n\n\nFC23/056\nTo consider the following recommendations from Finance and Strategy Committee for approval. \n  \na)     (FS/23/026) The Committee resolved to recommend to Full Council concerning: – \n·          Richmond House Conservatory \nRather than continuing with plans to replace the existing conservatory with a replacement more in keeping with the house to work with WLDC and other stakeholders towards the demolition of the existing structure with a view to re-instating the façade to its original form adding ramped and stepped access to the gardens whilst potentially retaining a double door set. \nListed Building Consent would be required for the process. \n·          Cemetery Extension \nMove forward with the potential of obtaining the former nursery site to the right of the entrance of the General Cemetery (but not the lawned area to the right of the drive) and look at quotations for valuing the land. \n·          LUF Baltic Mill Playground \nEngage in consultation with WLDC on design\, equipment and community engagement without a view of adding the new park to the council’s assets to own or maintain. \n  \nb)    (FS/23/027) The Committee resolved to recommend to Full Council to take £500 from general reserves and spend this and the total of the events budget of £2500 on a 50% contribution to a Food Lovers festival. \n  \nc)     (FS/23/028) The Committee resolved to recommend to Full Council to make a budget virement from ‘Employee Costs\, Gross salary 1000/1’ to a new budget line ‘Employee Costs\, Governance Support 1000/5’ of £3\,400 for the Job Evaluation of all staff and Organisational Review. \nd) (FS/23/023) The Committee resolved to recommend to Full Council that a Policy Working Group lead by Cllr.
