Nine Councillors expressed an interest in receiving business cards. \nFC27/031  Motion received from Councillor Owles\nThe purpose of this motion is to seek support from members to collaborate effectively between the district councillors and town councillors in organising a street surgery in the marketplace on market days. \nI believe we can effectively utilise the West Lindsey’s pop-up gazebo and our new pop-up banners for the Town Council\, allowing us to engage with residents directly. This initiative would provide an excellent opportunity for us to discuss local matters\, gather information\, address any queries or concerns\, and relay pertinent questions to other ward councillors\, including those from the district council and Lincolnshire County Council. \nTo facilitate this process\, we would need to create a standard form\, which I understand the Town Clerk is willing to assist us in developing. This initiative aims to enhance our presence in the marketplace and to reinforce the identity of the Town Council\, showing that we are an approachable entity within the community rather than a faceless organisation. \nIt is essential to note that this would be a non-political event\, open to any members wishing to participate on Tuesdays and Saturdays. The platform will not serve to promote any individual political party but will focus solely on the benefits for our town\, including the facilities\, amenities\, and services provided by Gainsborough Town Council. \nI am seeking members support\, to establish this initiative on a weekly basis going forward. Importantly\, this proposal will not incur any expenditure for the Town Council\, as we have already secured approval from West Lindsey for the use of their pop-up gazebo\, which will be set up and dismantled as part of the general market operations\, used jointly by both organisations when members are available. \nSeconded by Councillor Coxon \nI look forward to your thoughts on this proposal and hope to receive your support in bringing this initiative to fruition. \nMinutes:\nRESOLVED: To support collaboration between District Councillors and Town Councillors in organising street surgeries in the Market Place on market days.\nIt was noted that a minimum of three Members to be in attendance at each session\, with Councillor Owles coordinating a rota and Member availability. \nNote: Councillor Dobbie voted against the above resolution.\nNote: Councillor Plastow abstained from voting on the above resolution. \nFC27/032  Local Government Reorganisation\nTo consider any recent updates. \nMinutes:\nNo update was received. \nFC27/033  Correspondence (Paper O pages 170 to 171)\nTo note the correspondence previously circulated by email (for information only).\n\nMinutes:\nRESOLVED: To NOTE the correspondence circulated.\n \nFC27/034  Items for Notification\nTo receive any items for notification to be included on a future agenda (for information only) \nMinutes:\ni. AGAR: Section 1 – Annual Governance Statement\nii. Year End Accounts 2025/26\niii. AGAR – Section 2 Accounting Statements\niv. Debt Write Off \nFC27/035  Time and Date of Next Meeting\nTo note the date and time of the next Full Council meeting is scheduled for Tuesday 2 June 2026 at 6:30pm. \nMinutes:\nRESOLVED: To NOTE the next Full Council meeting is scheduled for Tuesday 2 June 2026 at 6:30pm at Richmond House\, Morton Terrace. \nThe meeting closed at 8:30pm.

This funding is intended for essential stage lighting and sound equipment\, ensuring that the proceeds raised by the charity directly benefit grieving families who are facing the devastating impact of losing loved ones to suicide. \nI would also bring Mathew Hill to give a presentation regarding the event. His insights into the profound impact of Laybo Fest on grieving families\, particularly through the assistance offered with funeral expenses\, will be invaluable. \nFurthermore\, it is noteworthy that advertising space will be sold on the big screens during the festival to help promote local businesses\, fostering a sense of community support. \nLaybo Fest is not merely an event; it is a significant opportunity to foster community spirit\, promote local talent\, and create cherished memories for both residents and visitors. Operating on a not-for-profit basis\, all proceeds from the festival will benefit Laybo’s Legacy\, a charity dedicated to supporting families affected by suicide. The requested sponsorship will ensure that funding for this vital charity remains secure while simultaneously creating a joyous occasion for our community. \nFor your consideration\, here is a breakdown of the costs for the sound and lighting stage\, including VAT:\n– Stage: £2\,940\n– Lights: £1\,374\n– Two big screens: £2\,832 (to promote positive messages and vital helplines)\n– Sound: £4\,096 \nThe total amount comes to £11\,242. I would like to highlight that these costs are exceptionally competitive\, as evidenced by the quotes provided by T MEC Productions. \nSupporting Laybo Fest offers numerous benefits for our community. It promises an exciting weekend filled with activities for all ages\, encouraging participation from young and old alike. Local groups and performers will have the opportunity to showcase their talents alongside renowned acts\, creating an inclusive atmosphere that uplifts everyone. \nThe festival will feature poignant performances of songs with powerful messages—such as Heather Small’s “Search for the Hero\,” Oasis’s “Don’t Look Back in Anger\,” and Queen’s “Radio Ga Ga.” These performances are designed to provide hope and connection\, particularly for those experiencing difficult times. Laybo Fest is poised to become a beloved annual event\, bringing joy and anticipation to our residents\, especially as our town’s population is projected to grow by 10\,000 by 2040. \nAdditionally\, this festival will serve to highlight our town to visitors and offer local groups a platform to recruit new members and engage with the broader community. We are fortunate to have the support of Gainsborough Trinity Football Club and Cllr Matt Boles in this endeavour. \nIn conclusion\, I urge the Town Council to consider this motion favourably. By supporting Laybo Fest\, we can enhance our local culture\, strengthen community ties\, and provide essential support to those in need. \nFC25/190  Annual Assembly of the Town Meeting\nTo note arrangements to date.\nPaper H (pages 30 to 32) \nFC25/191  English Devolution White Paper\nTo consider the English Devolution White Paper\nhttps://www.gov.uk/government/publications/english-devolution-white-paper-power-and-partnership-foundations-for-growth/english-devolution-white-paper\nPaper I (pages 33 to 134) \nFC25/192  Correspondence\nTo note the correspondence previously circulated by email (for information only).\nPaper J TO FOLLOW \nFC25/193  Items for Notification\nTo receive any items for notification to be included on a future agenda (for information only)\ni. This poll could provide insights into whether there is sufficient interest to warrant further discussion around the operational aspects\, funding\, and management of such a market. \nIt is important to note that this proposal is intended to be a separate initiative from the existing market and does not involve the West Lindsey District Council in any capacity. \nThe potential benefits to our community from establishing an indoor market are significant: \n\nCommunity Impact: The indoor market would provide opportunities for existing businesses to expand their reach and engage with new audiences.\nSupport for Entrepreneurs: It would encourage new entrepreneurs to start their ventures with minimal risk\, fostering a culture of innovation and growth.\nEconomic Regeneration: The knock-on effects of this initiative could include filling empty retail spaces in the town centre\, stimulating further regeneration\, and opening doors for new opportunities and investments.\n\nI believe that conducting a feasibility study will allow us to explore this opportunity in depth and assess how we can best serve our community’s needs. \nFC25/158  Annual Town Meeting\nTo agree a date and format for the Annual Town Meeting.\nPaper J (pages 79 to 81) \nFC25/159  Election Complaint\nTo consider result of the review carried out regarding complaint discussed in November FC25/115.\nExclusion of Public and Press recommended due to confidential nature of discussion.\nPaper K (pages 82 to 84) \nFC25/160  Correspondence\nTo note the correspondence previously circulated by email (for information only).\nPaper L (pages 85 to 86)\n \nFC25/161  Items for Notification\nTo receive any items for notification to be included on a future agenda (for information only) \nFC25/162  Time and Date of Next Meeting\nTo note the date and time of the next Full Council meeting is scheduled for Tuesday 4 March 2025 at 6:30pm. \n  \nRachel Allbones\nTown Clerk\nRichmond House\nGainsborough\nThursday\, 30 January 2025

Representatives on Outside Bodies\niv. Town Clerk Paper F (pages 25 to 54) \nFC25/086  Motion from Councillor Coxon\nFollowing the recent walkabout with the police commissioner\, leader and representatives from various organisations\, I wanted to share an exciting opportunity that came up during discussions myself and the leader had with Marc. \nWe talked about collaborating with the probation service to engage in community payback initiatives. Specifically\, we’re looking into organising a litter pick as part of the community service programme. I was included in an email with Marc’s assistant and the probation service\, which provided guidance on how to apply for this programme. \nGiven the positive impact this could have on our town\, I would like to propose that our Council applies to join the probation service’s community payback scheme. It’s a fantastic way to not only improve our local environment but also to support the rehabilitation process for those involved. \nI’m asking colleagues to support this initiative and back the Town Council making an application? Your support would be invaluable in moving this forward. \nFC25/087  Motion from Councillor Coxon\nI am seeking colleague support for a proposal I believe will greatly benefit our community. It has been brought to my attention by several visitors to the park that the current parking situation is less than ideal\, particularly for those who require wheelchair access. At present\, visitors have to unload their wheelchairs and then find parking on the road\, which poses significant inconvenience and potential safety concerns. \nIn light of this\, I am proposing the establishment of a public car park where the Avery was located at the front of Richmond House. This new facility would vastly improve accessibility for all visitors. \nAdditionally\, I would like to address the current state of our toilet facilities. I believe there is a strong case for not only upgrading these facilities but also introducing a dedicated changing place. This would involve seeking financial support from the West Lindsey District Council to ensure that we can provide a fully accessible and accommodating environment for all park visitors. \nColleague support and input would be invaluable in moving this proposal forward. I am confident that\, with their support\, we can make these necessary improvements a realit \nFC25/088  Correspondence\nTo note the correspondence previously circulated by email (for information only).\nPaper G (pages 55 to 56)\n \nFC25/089  Items for Notification\nTo receive any items for notification to be included on a future agenda (for information only) \nFC25/090  Time and Date of Next Meeting\nTo note the date and time of the next Full Council meeting is scheduled for Tuesday 5 November 2024 at 6:30pm. \n  \nRachel Allbones\nTown Clerk\nRichmond House\nGainsborough \nThursday\, 26 September 2024
