A Brassard was then organised a made and Flt Lt Alex Rice RAFAC was in attendance at the meeting to receive the Brassard. \n  \nMembers were advised that Corporal Thomas Brackenbury had been chosen by 203 (Gainsborough) Squadron to be the Mayors Cadet which would run for a 12month term. \n  \nFlt Lt Alex Rice RAFAC advised that he would organise a formal presentation of the Brassard from the Mayor in the near future. \n  \nRESOLVED to RECOMMEND TO FULL COUNCIL to create a budget of £200 for the Mayors Cadet from General Reserves. \n  \n  \n\n GAINSBOROUGH IN BLOOM (Paper E)\n\n  \nVaughan Hughes presented proposals from Gainsborough in Bloom to Members. \n  \nRichmond Park \nMembers advised general grounds maintenance and planting would continue as in previous years. \n  \nAshcroft Road Roundabout \nLook into costs to introduce a three tiered floral display \n  \nCorringham Road Roundabout \nVaughan was advised to contact Dave Fanning at Ping with regards to the roundabout. \n  \nTown Centre \n  \nIntroduce way finder signage \nLook into costs to introduce way finder signage \n  \nIntroduce flags in the Market Place \nChristmas tree bracket around the town could the used for flags for the remainder of the year and look into a flag scheme with WLDC and LCC. \n  \nThroughout the town \n  \nBenches and bins refurbishment \n£2\,000 already in ear marked reserves for benches. Bring to the next meeting the bench audit carried out a few years ago. \nPromote the allotments and incentivise with free start up rents \nPut on the next Allotments Sub-Committee agenda for discussion. \n  \n  \n\n MAYFLOWER 400\n\n  \nMembers were informed of the event details for the Gainsborough Illuminate. \nThe Deputy Clerk advised that Dr Anna Scott will be presenting to Full Council in December. \n                                                                                      \n  \n\n WAR MEMORIAL\n\n  \nThe Deputy Clerk advised that the project would be on hold until the new Clerk is in post\, who will then take it forward. \nCouncillor C Davies advised that the Rotary Club are keep to be involved. \n  \n  \n\n LEVELLINGS IMPROVEMENTS\n\n  \nThe Deputy Clerk advised that the project would be on hold until the new Clerk is in post\, who will then take it forward. \n  \n  \n\n CHRISTMAS LIGHTS SWITCH ON\n\n  \nMembers were given an update of the evening. The Deputy Clerk asked for volunteers for stewarding and stage management. \nCouncillor C Davies advised she would manage the stage and Councillor T Davies would be available for stewarding. \n  \n  \n\nBEAUMONT STREET BUS SHELTER\n\n  \nMembers considered whether the Council would like to undertake the cleaning and maintenance of the shelter on Beaumont Street once installed by LCC. \n  \nRESOLVED to undertake the cleaning and maintenance of the shelter on Beaumont Street once installed by LCC\, and to undertake an audit of the Council bus shelters and get a quote for badges to be attached to the shelters\, belonging to the Council\, stating they are the Council s responsibility. \n  \n  \n\n COMMUNITY RAIL PARTNERSHIP GAINSBOROUGH TRAVEL GUIDE (Paper C)\n\n  \nMembers considered budget provision to support distribution of the guide\, or a general support grant in the 2019/20 budget. \n  \nRESOLVED to RECOMMEND TO FULL COUNCIL to create a budget of £350 for distribution of the Gainsborough Travel Guide from General Reserves. \n  \n  \n\n ROSES AWP GOALS (Paper D)\n\n  \nMember considered a request from a user to purchase 6/7 a-side goals for the large pitch on Roses all weather pitch. \nRESOLVED to get quotations for 6/7 a-side goals and clarify how much the user is willing to pay towards the goal purchase. \n  \n  \n\n DEFIBRILLATOR FOR RICHMOND PARK\n\n  \nMembers considered request from Councillor Woolley to have a defibrillator installed at Richmond Park. \n  \nRESOLVED to budget for defibrillators to be installed at Richmond Park and Levellings in 2019/2020. \n  \n  \n\n ALLOTMENT SECRETARY TRAINING\n\n  \nMembers considered sending the Love Lane Allotment Secretary on Rodent Control Training. \n  \nRESOLVED to take funds from the Allotment budget to send the Love Lane Allotment Secretary on Rodent Control Training along with a member of Council staff. \n  \n  \n\n MARSHALLS SPORTS PAVILION SHUTTERS (Paper F)\n\n  \nMembers considered appointment of contractor to carry out full assessment of condition of roller shutters at both Roses and Marshalls Sports Pavilions. \n  \nRESOLVED to appoint Westwood Security Shutters to carry out full assessment of condition of roller shutters at both Roses and Marshalls Sports Pavilions at a cost of £500. \n  \n  \n\n FUTURE OF GAINSBOROUGH MARKET\n\n  \nMembers were advised that no proposals had been forthcoming from WLDC to date. \n  \nRESOLVED under Standing Order 14n to exclude the public and press. \n  \nMembers were keen to see the Clerk & Leader WLDC meetings reintroduced and to look at the Town Centre and a whole package and not just the market place. \n  \nRESOLVED to allow press and public back in the meeting. \n  \n  \n\n RICHMOND PARK OPENING HOURS\n\n  \nMembers considered opening hours of Richmond Park following recent anti-social behaviour. \n  \nRESOLVED that Richmond Park opening hours be changed to 8am – 4pm 7 days a week. Gate locking arrangements would be as follows: – gates are to be locked at 4pm Monday\, Tuesday\, Wednesday and Thursday and Friday\, Saturday and Sunday the main vehicular gate is to be locked and the pedestrian gate left open. Request that Personnel Committee discuss gate locking across the whole of the Councils estate. \n\n GENERAL CEMETERY CCTV\n\n  \nMember considered installation of CCTV within the General Cemetery. \n  \nMembers did not see CCTV in the cemetery a viable option due to the costs of installation and tree maintenance. \n  \nRESOLVED to not take the issue of CCTV within the General Cemetery any further due to the cost associate with it\, however the Council have undertaken to review gate locking across all Council sites. \n  \n  \n\n 2019 / 2020 BUDGET\n\n  \nMembers consider committee requirements for next year’s budget. \n  \nRESOLVED to request the following be included in the 2019 / 2020 budget: – \n\n£2\,000 Community Rail Partnership\n£2\,000 Gainsborough in Bloom\n£5\,000 Armed Forces / Community Day\n£800 Levellings & Richmond Park Defibrillators\n£200 Mayors Cadet\n£300 Remembrance Sunday\n£5\,000 Community Grants\n£3\,000 Town Events\n\n  \nThe meeting concluded at 9.00pm

The Deputy Clerk advised that Dr Anna Scott will be presenting to Full Council in November. \n                                                              \n\n WAR MEMORIAL\n\n  \nThe Deputy Clerk advised that the project would be on hold until the new Clerk is in post\, who will then take it forward. \n  \n  \n\n LEVELLINGS IMPROVEMENTS\n\n  \nThe Deputy Clerk advised that the project would be on hold until the new Clerk is in post\, who will then take it forward. \n  \n  \n\n CHRISTMAS LIGHTS SWITCH ON\n\n  \nMembers were advised that the Deputy Clerk & Operations Manager were meeting with Marshalls Yard next week\, so would inform Members following the meeting. \n  \n  \n\n MAYORS CADET\n\n  \nCouncillor Craig advised he would be attending a parade night in the near future to speak with the cadets. \n  \n  \n\n BEACON LIGHTING (Paper B)\n\n  \nMembers considered request from WLDC to take part in Beacon lighting on Sunday 11 November. \n  \nRESOLVED to respond to WLDC advising that the Town Council support the Beacon Lighting but due to staff working Remembrance Sunday morning would be unable to provide any staff assistance at the event. \n  \n  \n\n GAINSBOROUGH TRINITY JUNIORS REQUEST \n\n  \nMembers considered a request from Gainsborough Trinity Juniors to erect netting at the far end of Roses Sports Ground to stop balls going over the hedge. \n  \nRESOLVED to contact Gainsborough Trinity Juniors and advise that due to budgetary constraints the Town Council would be unable to erect netting at the far end of Roses Sports Ground to stop balls going over the hedge but if the club were willing to fund the costs of the posts and netting the Council would support it. \n  \n  \n\n RETFORD TRAIN STATION LIFT (Paper C)\n\n  \nMembers considered sending a letter of support to Network Rail for the installation of a lift at platform 3 on Retford Station. \n  \nRESOLVED to send a letter of support from Gainsborough Town Council to Network Rail for the installation of a lift at platform 3 on Retford Station. \n\n CITIZEN OF THE YEAR (Paper D)\n\n  \nRESOLVED under Standing Order 14n to exclude the public and press from the meeting. \n  \nMembers considered 5 nominations received. \n  \nMembers were pleased with the high calibre of nominations received. \n  \nRESOLVED that Michelle Page be awarded Citizen of the Year for the voluntary running of Pages Pet Rescue\, she works tirelessly to reunite lost pets with owners as well as finding homes for less fortunate animals left\, for one reason or another\, without a settled home. Michelle asks for nothing except small donations to keep the rescue centre open. \n  \n  \n\n PLANET CIRCUS (Paper E)\n\n  \nMembers considered the request for future bookings and exclusivity for the site from Planet Circus. \n  \nRESOLVED to support in principle exclusivity to Planet Circus for the use of Aisby Walk for 5 years and for the Deputy Clerk to negotiate rental charges with Planet Circus. \n  \n  \n\n ROSES AWP MAINTENANCE (Paper F)\n\n  \nMembers considered quotation received for quarterly AWP carpet maintenance. \n  \nRESOLVED to enter into a 5-year contract with REPLAY Maintenance for quarterly maintenance on the AWP carpet and to include moss treatment at each visit. \n  \n  \n\n FIXED ELECTRICAL TESTING (Paper G)\n\n  \nMembers considered quotations received for fixed electrical testing. \n  \nRESOLVED TO RECOMMEND TO FULL COUNCIL to accept the quotation received from A Price Electrical Ltd to carry out and issue certification for fixed electrical testing. To cover Richmond Park\, Marshalls\, Roses\, Levellings and General Cemetery\, subject to the budget being increased to accommodate the quotation. \n  \n  \n\n GENERAL CEMETERY CCTV (Paper H)\n\nMembers considered ball park costs for installation of CCTV within the General Cemetery. \n  \nRESOLVED to obtain actual costs of the exact motion that was passed\, also contact WLDC to see what they would they would charge to have the CCTV installed and monitored in the General Cemetery. \nThe meeting concluded at 7.01pm \n

They have received good feedback from members of the public\, but may need to look at further advertising for future events. \n  \n  \n\nRESOLVED to RECOMMEND TO COMMUNITY SERVICES COMMITTEE and MANAGEMENT AND FINANCE COMMITTEE to hold a Community / Armed Forces Day event at Marshalls Sports Ground on Saturday 29 June 2019 and the Council will provide a budget of £5\,000.\n\n  \nRESOLVED to hold a Community / Armed Forces Day event at Marshalls Sports Ground on Saturday 29 June 2019 and request that Council budget £5\,000 for the event. \n  \n  \n\n MAYORS CADET\n\n  \nRESOLVED to defer until Councillor Craig is in attendance to update Members on progress. \n  \n  \n\n CHRISTMAS LIGHTS SWITCH ON\n\n  \nMembers were advised that Council agreed to increase the budget to £5\,000 in May. Following a meeting with Alison Shipperbottom from Marshalls Yard she advised that due to us not providing the proposed budget she would need Council to manage the event within the town centre in order for her to cut the costs. Members were advised that a further meeting will be held with Alison to work out the logistics and what staff will be required. \nCouncillors T & C Davies advised they would support staff in managing the town centre on the day. \n  \n\n SPOOKTACULAR – SUNDAY 28 OCTOBER\n\n  \nCouncillors T & C Davies declared a non-pecuniary interest as members of the Friends of Richmond Park. \nMembers considered the request from Friends of Richmond Park to hold a Spooktacular Event at Richmond Park on Sunday 28 October. \n  \nRESOLVED to grant Friends of Richmond Park permission to hold a Spooktacular Event at Richmond Park on Sunday 28 October. \n\n ROSES ALL WEATHER PITCH (Paper C)\n\n  \n\nMembers considered a request to put higher netting around the AWP in order for the balls to stay within the AWP.\n\n  \nRESOLVED not to erect higher netting round the AWP in order to stop balls being kicked out. \n\nMembers considered the pitch inspection report from REPLAY\n\n  \nRESOLVED to keep an eye that the burnt areas of the playing surface as they are not located on the actual pitches but ask REPLAY what could be done with the tear and report back. \n  \n\n COMMUNITY GRANT APPLICATIONS (Paper D)\n\n  \nMembers considered a grant application received from Gainsborough Independents of £1\,000 to put towards their Halloween event in the town centre. \n  \nRESOLVED to grant Gainsborough Independents £500 towards their Halloween event in the town centre\, on the proviso that Gainsborough Town Council are promoted as supporting the event. \n  \n  \n\n RoSPA PLAY AREA INSPECTIONS (Paper E)\n\n  \nMembers received an overview from the Operations Manager on the annual play area inspections from RoSPA following receipt of all inspection reports via email. \n  \nRESOLVED to note the RoPSA reports and overview and give the Operations Manager delegation to carry out repairs to Aisby Walk & Levellings within budget. \n  \n  \n\n WW1 CENTENARY (Paper F)\n\n             \nMembers considered proposals from Cllr. Keith Panter for marking the centenary. \n  \nRESOLVED to write to the schools to ask if they would participate in marking the WW1 Centenary and RAF100 Commemorations by making a model or picture to be attached to lampposts around the town. \n  \n  \n\n MOTION FROM COUNCILLOR WOOLLEY REFERRED FROM FULL COUNCIL (Paper G)\n\n  \nRESOLVED that Gainsborough Town Council delivers further Charity Fundraising Events to be organised by Councillor Kenneth Wooley during the remainder of the current civic year with funds raised to go towards Palliative Care within Gainsborough (Scotter Ward at John Coupland Hospital and George Henderson Lodge). \nAdministrative support for the events\, if capacity is available\, is to be provided by the officers of Gainsborough Town Council on a similar basis to support provided by them for previous events organised by Councillor Kenneth Woolley of a similar nature. \nThe extent to which such events are to be considered as part of the current Mayors civic year to be determined by Councillor Richard Craig in consultation with Councillor Kenneth Woolley. \nThe meeting concluded at 7.56pm

Timmins & Sons to carry out clearance works on North Warren Allotments. \n\n MARSHALLS DITCH CLEARANCE (Paper E)\n\n  \nRESOLVED to defer to Management and Finance Committee as there was no budget provision. \n  \n  \n\nTO RECEIVE MOTION REFERRED FROM FULL COUNCIL (Paper F)\n\n  \ni           Motion from Councillor David Dobbie\, seconded by Councillor Steven Ward \n  \nThis Council Notes:- \nThe issues parents of deceased young children have had with items having been stolen from their graves over the past couple of months. \n            The ongoing anti-social behaviour issues that have been occurring on the General Cemetery. \nThe recent damage to the seat\, provided by myself through Councillor Initiative Funding\, at the Reservoir Drive entrance to the General Cemetery on Cox’s Hill. \n  \nThis Council Has:- \nPut CCTV in Richmond Park due to the Veterans Shelter being subject to an arson attack & the Fountain being damaged as well as other anti-Social behaviour on the park. \nSupported the setting up of CCTV in the area of the Recreational Hill play park due to anti-social behaviour in that locality. \nOther concerns over issues of arson and damage to Council property on playing areas around the Town. \n  \nThis Council Believes:- \nSetting CCTV cameras up in the General Cemetery could be an unacceptable intrusion onto individual’s grief when visiting the grave of a loved one. \n            Laying cabling about the Cemetery would be disrespectful of those buried close by. \n  \nThis Council Decides:- \nTo have the bottom gates to the cemetery closed at the end of each working day by members of Ground Staff. \n            Look to have CCTV cameras installed on  \n\nPingle Hill lamppost LCC9 overlooking both Pingle Hill gates.\nHeapham Road lamppost LCC10 covering the main entrance to the Cemetery.\nTelegraph Pole F8074/1 overlooking Reservoir Drive entrance (or on the N.E. corner of the Chapel if there is an insufficient electricity supply to the Telegraph Pole).\n\n  \n            Members considered the above motion \n  \nA Member questioned whether the bottom gates would remain locked all weekend? \n  \n            A Member suggested a feasibility study be carried out in order to gain costs on the project. \n  \nCouncillor Boles informed Members that he had been in contact with the public group\, and as a group they are happy with the proposal and wouldn’t want to see the gates locked again\, and understand the concerns of Members having CCTV over the whole of the cemetery. \n  \nA Member advised that they have not seen any benefits from CCTV on any of the Councils sites or town wide. \n  \nThe Operations Manager advised Members that people can gain access to the extension of the cemetery near to DNC area as their boundaries are not maintained. \nThe Operations Manager advised to speak with WLDC & LCC regarding a camera on Pingle Hill near the new footpath due to anti-social behaviour in the area. \n  \nRESOLVED that Members would like to see CCTV cameras up in the General Cemetery but would find it unacceptable to intrude onto individual’s grief when visiting the grave of a loved one and laying cabling around the Cemetery would be disrespectful of those buried close by. Arrange a meeting with Videcom at the General Cemetery to look at the possibility of locating CCTV cameras on: – \n\nPingle Hill lamppost LCC9 overlooking both Pingle Hill gates.\nHeapham Road lamppost LCC10 covering the main entrance to the Cemetery.\nTelegraph Pole F8074/1 overlooking Reservoir Drive entrance (or on the N.E. corner of the Chapel if there is an insufficient electricity supply to the Telegraph Pole).\nAlso look at the possibility of locating a camera on lamppost LCC1 Pingle Hill overlooking the bottom corner of the Cemetery near the new footpath\n\nIf Videcom approve the locations\, source quotations for both electric and solar cameras and report back to committee. \nThe meeting concluded at 7.46pm

Members were happy to do so. \n  \n\nGainsborough in Bloom\n\n  \nRequest for £500 for bed clearance and replanting \n  \nRESOLVED to award a grant of £500 for bed clearance and replanting. \n\n3rd Gainsborough (Whiteswood) Scout Group\n\n  \nRequest for £1\,500 for a new 7.1kw wall mounted air con unit & refurbish 5.0kw ceiling mounted air con unit. \n  \nNote: Councillor T Davies declared a non-pecuniary interest as he knows the applicant. \n  \nNote: Councillor C Davies declared a non-pecuniary interest as being part of the scout group. \n  \n  \nRESOLVED to ringfence a grant of £500 for 1 year in order to seek further funding                                      towards the project. \n  \n  \n\n THERE BUT NOT THERE\n\n  \nMembers considered acquisition of There but Not There statues for World War 1 Centenary. \n  \nRESOLVED to purchase 2 6ft Tommy silhouettes & x10 silhouette for chairs at a cost of                                       £1\,675.55 to come from the WWI Centenary budget in ear marked reserves. \n  \n  \n\n SPORTS PITCH RENOVATIONS (Paper E)\n\n  \n            RESOLVED under Standing Order 14n to exclude public and press. \n  \nMembers considered quotations received for renovations to football pitches at Roses\, Marshalls and Levellings. \n  \nMembers were happy with both quotations but raised concerns that there may be a delay in one    company being able to carry out the works. \n  \n            RESOLVED delegate to the Operations Manager to see which company would be                                                available to carry out the works prior to any fixtures / friendlies taking place. \n  \n  \n\n NORTH WARREN ALLOTMENT CLEARANCE (Paper F)\n\n  \nThe Operations Manager advised that the quotation he was promised would be available for the   meeting was not forthcoming for initial clearance works at North Warren Allotments. \nThe meeting concluded at 8.00pm
