Councillor Panter advised he knew someone who could produce a to scale plan for submission to WLDC. \n  \n  \n\n LEVELLINGS IMPROVEMENTS (Standing Item) (Paper B)\n\n  \nNo report from the working group was received. \n  \nMember were again unhappy at not receiving an update / report. LOVE LANE GARAGE ACCESS ROAD (Paper B)\nMembers considered the occupier issue with flooding and condition of access road and NOTED\nthe paper received. \nRESOLVED to: –\n• continue with the current level of maintenance already provided to the access road\nto Love Lane garage spaces\n• ask the new Clerk once in post to pick up the future of the garage space land with\nThonock and Somerby Estates\n• obtain further quotes for the road surfacing works\n• have a site visit for Members and continue to review the situation \n7. LOVE LANE GARAGE ACCESS ROAD GRASS VERGE (Paper C)\nMembers considered the request from LCC to install barriers on the grass verge on Love Lane to\nstop vehicles driving over it. \nRESOLVED that the Operations Manager will price up what it would cost the Town\nCouncil to install barriers and investigate what services may be under the proposed site\nfor the barriers. \n8. SANDFIELD LANE NORTH PLAY AREA PLANTING (Paper D)\nMembers considered concerns raised regarding resident cultivating an area of land at Sandsfield\nLane North play area site.\nMembers were of the view that it was not appropriate removing vegetation from the rear of\nneighbouring properties leaving them feeling vulnerable. \nRESOLVED that the Operations Manager visit the resident carrying out he cultivation to\nadvise for them to stop removing vegetation from the rear of neighbouring properties\, and\nif he wished to maintain the cultivation at the rear of his own property he would need to\nsign a disclaimer advising of his understanding that it is Council land and would not have\nany claim to the land. The Operations Manager to update at the next meeting. \n9. HEDGE FLAILING (Paper E)\nRESOLVED under Standing Order 10.a.xi to exclude the press and public from the\nmeeting in respect of confidential or other information which is prejudicial to the public\ninterest. \nNote: Member of the public left the meeting at 7.17pm. \nMembers considered hedge flailing quotations received for Marshalls Sports Ground\, Love Lane\nAllotments and Foxby Hill Allotments. \nNote: Councillor Rollings declared a non-pecuniary interest as she knew G. Miles Engineering\nLtd. \nRESOLVED to accept the quotation received from G. Miles Engineering Ltd of £975\n+VAT for hedge flailing at Marshalls Sports Ground\, Love Lane Allotments and Foxby Hill\nAllotments. The Committee raised serious concerns and felt this was unacceptable due to it being a Working Group of the Committee. \n  \nRESOLVED TO RECOMMEND TO FULL COUNCIL that given no communication had been received from the Levellings Improvement Working Group the Working Group Members stand down and the Working Group be reformed with Members that have time for the project\, and ask Full Council what the aspirations for the site are. \n  \n  \n\n ARMED FORCES / COMMUNITY DAY (Standing Item)\n\n  \n            RESOLVED to amend the RECOMMENDATION TO COMMUNITY SERVICES COMMITTEE \nfrom: – \n That the Committee approves the holding of an Armed Forces / Community Day event in 2020 at Marshalls Sports Ground on Saturday 27 June 2019 between 11am and 5pm and makes a recommendation to the Management and Finance Committee for budget provision at £5\,000. Noting that external funding at an equivalent value is to be pursued and that the same significant level of working group member / volunteer activity is needed to deliver the event.  \nto: – \nThat the Committee approves the holding of an Armed Forces / Community Day event in 2020 in Gainsborough town centre on Sunday 28th June 2020 and makes a recommendation to the Management and Finance Committee for budget provision at £5\,000. Noting that external funding at an equivalent value is to be pursued. \n  \nSome Members raised concerns that to change the venue needed a longer planning period\, and would like to see the 2020 event on Marshalls Sports Ground but begin planning an event for 2021 in the Town Centre. \n  \nRESOLVED to hold an Armed Forces / Community Day event in the town centre on Sunday 28 June 2020 and request that Council budget up to £3\,000 for the event\, this will be subject to a full event plan and budget proposals being submitted by the Working Group to Community Services Committee meeting no later than January 2020. External funding at an equivalent value is to be pursued. \n  \nNote: Councillors Boles\, Plastow and Ward voted against the above resolution. \n  \n  \n\n 2020 / 2021 BUDGET\n\n  \nCouncillor Rollings requested that funds be allocated to help provide an indoor bowls facility. \n  \nIt was noted that work had begun for funding from elsewhere for the facility. \n  \n  \n\n LEVELLINGS DOG SIGNS\n\n  \nMembers discussed whether to replace the recently removed ‘No Dogs Allowed’ signage on Levellings. \nMembers were keen to see signage erected asking politely for dogs to be kept on leads or use the dog walk. \nDeputy Clerk to speak with Andy Gray at WLDC for suggested wording for the signs\, and to chase when the Cemetery signage will be erected. \n  \n  \n\n LOVE LANE GARAGE SPACES ACCESS ROAD (Paper C)\n\n  \nMembers discussed a garage space occupier issue with flooding and the condition of access road. \n  \nThe Operations Manager to produce a report for the next meeting with issues\, options and costings. \n  \nThe meeting closed at 7.38pm

Deputy Clerk to chase up update for the next meeting. \n  \n  \n\n WAR MEMORIAL (Standing Item)\n\n  \nThe Deputy Clerk advised that no further progress had been made on the planning application to move the fence surrounding the War Memorial. \nThe Operations Manager advised that following investigation due to the trees surrounding the War Memorial being in a conservation area an application will need to be made prior to any pruning. The Operations Manager advised that a local building firm\, ADB Builders\, had reset some on the block paving in front of the War Memorial that had sunk free of charge. \n  \n  \n\n LEVELLINGS IMPROVEMENTS (Standing Item)\n\n  \nNo update was received from the Levellings Improvements Working Group. The Committee felt this was unacceptable due to it being a Working Group of the Committee. The Deputy Clerk to chase up for the next meeting. \n  \n  \n\n ARMED FORCES / COMMUNITY DAY (Standing Item) (Paper C)\n\n  \nFollowing on from the presentation the Admin Support Officer advised that Members needed to consider what they want from the day\, who you want it for\, and what you want to get from the day. She advised that Armed Forces day is only 8 months away and to improve on the event time is running out. \n  \nRESOLVED to invite Ian Bradley and other relevant parties to the next Armed Forces Day\, Remembrance Sunday and War Memorial Working Group meeting to be held on Thursday 31st October at 9.30am to discuss the vision for 2020 further and recommend to the next Community Services Committee. \n  \n  \n\n CHRISTMAS LIGHTS SWITCH ON (Standing Item)\n\n  \nMembers NOTED the event leaflet received. The Chairman advised that the events subcommittee constituting the Clerk at GTC\, Strategic Services Manager at WLDC and representatives from Marshalls Yard has not met recently and would be keen for the meetings to continue in order for all involved to have an input in the events. \n\n WILDFLOWER WORKING GROUP – DEFERRED FROM FULL COUNCIL FOR CLARITY (Paper D – of Full Council 4 September & Paper E)\n\n  \nSome confusion over the meeting with Gainsborough in Bloom. \n  \nRESOLVED that Councillor Clews liaise with Gainsborough in Bloom to arrange a meeting\, but mindful that the remit of the Working Group is a recommendation to November Full Council. \n  \n  \n\n 2020 / 2021 BUDGET\n\n  \nMembers requested the following be considered when preparing the 2020 / 2021 budget: – \n\nGrass verges and Wildflower verge budget\nCemetery extension sinking funds to increase\nIncrease town events budget\nIncrease tree maintenance budget\nWar Memorial\nRichmond House windows\n\n  \nCouncillor Boles requested that calculations be made as to the savings made from the transfer of Roses Sports Ground\, and for the savings to be ringfence to improve other sites. \n  \n  \n\n RESURFACING WORKS (Paper F)\n\n  \nRESOLVED under Standing Order 10.a.xi to exclude the press and public from the meeting in respect of confidential or other information which is prejudicial to the public interest. \n  \nMembers considered quotations received for resurfacing works at the General Cemetery and Richmond Park. \n  \nRESOLVED TO RECOMMEND TO FULL COUNCIL to accept the quotation received from Hall Macadam Ltd for resurfacing works at Richmond Park and General Cemetery. Funds to come from: – \n6000/15           General Cemetery\, Footpath repairs                          £10\,000 \n                        12000/20         Ear marked reserves\, General Footpath repairs £10\,000 \nplus \n\nBudget virement to 6000/15 General Cemetery\, Footpath repairs from 2070/2 Administration\, External Auditor of £300\nBudget virement to 6000/15 General Cemetery\, Footpath repairs from 6000/18 General Cemetery\, Drainage of £345\nBudget virement to 4000/24 Richmond Park\, Footpath Repairs from 4000/2 Richmond Park\, House Maintenance of £747\n\n  \n  \n\n CHRISTMAS LIGHTS INSTALLATION (Paper G)\n\n  \nMembers considered quotation received for the installation of the town centre Christmas lights. \n  \nRESOLVED TO RECOMMEND TO FULL COUNCIL to accept the quotation received from R&E Electrical for the installation and removal of the Christmas lights around Gainsborough town centre. \n\n ROSES ALL WEATHER PITCH (Paper H)\n\n  \nMembers considered quotation received for repairs to the all weather pitch at Roses. \n  \nRESOLVED TO RECOMMEND TO FULL COUNCIL to accept the quotation received from Replay Maintenance to Rotor Rake to 1m perimeter for the sand filled pitch and carry out x12 patch repairs. GTC was mentioned as programme supporter as part of the publicity of the grant. Live dance performance by the Imagination Museum now confirmed at the United Reform Church on 28 November 2019. \n  \n                        RESOLVED to: – \n\nask Anna Scott to attend a Community Services Committee meeting to update the committee on the progress of the project now the funding was secured.\nRemove the item as a standing item unless an update was available.\n\n  \n  \n\n WAR MEMORIAL (Standing Item) (Paper B)\n\n  \nAt its meeting of 9 August 2019 the Armed Forces Day\, Remembrance Sunday and War Memorial Working Group RESOLVED that a recommendation for the cost of a Pre Application advice submission to WLDC be made to Community Services Committee. \n  \nMembers were of the view that it would be wasting money applying for pre-application advice. \n  \nRESOLVED to not use the Pre Application advice submission\, but to move straight to a full planning application to move the fence around the war memorial\, and to contact WLDC regarding the trimming of the surrounding trees. Funds for the applications to be taken from the War Memorial ear marked reserve. \n  \n  \n\n LEVELLINGS IMPROVEMENTS (Standing Item)\n\n  \nFocus to date has been on refurbishing / replacing existing equipment. Level of need for disabled play equipment is to be explored and external support for feasibility study to support applications for external funding. Draft Minutes of the last meeting (23 August 2019) were within the meeting pack to Council on 4 September 2019. \n  \nRESOLVED to ask the Levellings Improvements Working Group to prepare a report to present to the next Community Services Committee advising what their plans and visions are for the site\, and where they are currently at with the project. \n  \n  \n\n ARMED FORCES / COMMUNITY DAY (Standing Item) (Paper C)\n\n  \nMembers received the evaluation report and financial position from 2019 event and considered proposals for 2020. \n  \nThe issue with parking in the local area was a concern again. \n  \nSome Members felt some activities were expensive\, and felt there was a need to readdress how much the Council pay for activities and how much the council charge for pitches. \n  \nThe Operations Manager raised his concerns with regards to security and the sale of alcohol. \n  \nMembers like the idea to possibly move the location of the event and make into a whole town event weekend. \n  \nNote: Councillor Panter left the meeting at 7:31pm. \n  \nRESOLVED to: – \n\nDefer the recommendation in the paper to the next meeting\nAsk the Admin Support Officer to attend the next meeting to provide her feedback of the 2019 Armed Forces day and to discuss her ideas for a 2020 event.\n\n  \n\n POPPY CASCADE AND BEACON LIGHTING (Standing Item)\n\n  \nThe members of the Armed Forces Day\, Remembrance Sunday and War Memorial Working Group organising this advised that discussions with LCC regards use of the Old Hall had been deferred due to the open consultation with English Heritage as to future control of the site. However as there is now clarity a meeting would be pursued\, and should a cascade in this location not be possible then this would be created within the Church. \n  \nRESOLVED to remove the item from future meetings. \n  \n\n CHRISTMAS LIGHTS SWITCH ON (Standing Item)\n\n  \nArrangements remain as per update to Committee 4 June 2019 (Paper C) – an expanded switch on event 15 to 17 November 2019. \n  \n  \n\n CITIZEN OF THE YEAR 2019 (Paper D)\n\n  \nNote: Councillor Plastow declared a non-pecuniary interest as knowing one of the nominees. \n  \nRESOLVED under Standing Order 10.a.xi to exclude the press and public from the meeting in respect of confidential or other information which is prejudicial to the public interest. \n  \nMembers discussed the nominees received. \n  \nRESOLVED to award Gill Gray the Citizen of the year Award 2019 for “amazing work as a rainbow leader\, working tirelessly for the girls in her care\, she is a dedicated commissioner for guiding and has already celebrated 40 years as a leader. She has always been there to support her girls and fellow guides\, keeping a quiet and determined approach in all she does. Gill is the epitome of all that a guide is and should be honoured for her dedication to the movement and her commitment to developing the opportunities for girls in Gainsborough.” \n  \nRESOLVED to revoke Standing Order 10.a.xi and allow press and public to re-join the meeting. \n  \n  \n\n COMMUNITY GRANTS (Paper E)\n\n  \nMembers considered the application received from Hastings Centre for £200 towards purchasing sensory equipment. \n  \nRESOLVED to grant Hastings Centre £200 towards the purchase of sensory equipment. \n  \n  \n\n ROSPA 2019 INSPECTION REPORTS (Paper F)\n\n             \nMembers considered the summary report of items needing remedial tasks from the recent RoSPA inspections. \n  \nRESOLVED to NOTE the report and give the Operations Manager authority to obtain quotes and carry out repairs inline with Financial Regulations and in conjunction with the Chairman of Council or Community Services Committee. \n\n POLICY REVIEW (Paper G)\n\n  \nMembers considered the policy recommendation from Policy Working Group in relation to new policies for adoption \n\nExhumation Policy\n\n  \nRESOLVED to RECOMMEND TO FULL COUNCIL to adopt the Exhumation Policy. \n  \n  \n\n WILDFLOWER WORKING GROUP – DEFERRED FROM FULL COUNCIL FOR CLARITY (Paper D of Full Council 4 September\, Paper H)\n\n  \nDiscussion ensued and Members questioned what the plans for Gainsborough in Bloom were for the following year. \n  \nRESOLVED to invite Gainsborough in Bloom Committee to a meeting with the Wildflower Verges Working Group to discuss ideas and proposals for 2020 and report back to the next meeting. \n  \nRESOLVED TO RECOMMEND TO FULL COUNCIL to amend Structure and Functions to increase the membership of the Wildflower Verges Working Group to 3 Councillors. \n  \n  \n\n MARSHALLS & ROSES SPORTS PAVILION SHUTTERS (Paper I)\n\n  \nMembers considered quotations received for investigative / repair works for the shutters at Roses and Marshalls. \n  \nThe Operations Manager informed Members of the history of the issues with the shutter and electrics at Marshalls. \n  \nRESOLVED to carry out repair works at Roses and for the Operations Manager to agree a contractor. \n  \n  \n\n MARSHALLS CRICKET SQUARE IRRIGATION (Paper J)\n\n  \nMembers considered quotations received to install a permanent irrigation system to water Marshalls cricket square. \n  \nRESOLVED to RECOMMEND TO FULL COUNCIL to agree the quotation received from Javelin to install a permanent irrigation system to water Marshalls cricket square. Since the start of this civic year activity has been focussed on 29 June event delivery. Next meeting will look to pick up on this project which last met as a group in Feb 2018. \n  \n  \n\n LEVELLINGS IMPROVEMENTS (Standing Item)\n\n  \nThe working group met on 1 July 2019 – Minutes will be in the meeting pack to the next Full Council. Initial work is focussed on aspirations for the site and use of the space. \nCouncillors Craig\, Lambie and Panter attended a site visit with the Operations Manager prior to the meeting. \n  \n  \n\n ARMED FORCES / COMMUNITY DAY (Standing Item)\n\n  \nVerbal update given at Full Council 3 July 2019 as part of the Clerks report. Evaluation report and financial position to next meeting of Community Services once Working Group have met to review and formulate report. \nMembers received positive feedback from Members of the public and thought the day was well attended. \n  \n  \n\n POPPY CASCADE AND BEACON LIGHTING (Standing Item)\n\n  \nNo update to report. \nMembers were advised that the item would be discussed at the Working Group along with Remembrance Sunday. Members were happy for the community to facilitate and progress the projects. \n  \n  \n\n CHRISTMAS LIGHTS SWITCH ON (Standing Item) (Paper B)\n\n  \nCouncillor Lambie reiterated feedback from the Food and Garden Festival with regards accommodating the taxi drivers better and more information for the public advising where they are relocated. Members were advised that the information would be fed back to Marshalls Yard. \n  \nMembers NOTED the update provided in relation to the switch on event. \n  \nMembers considered investment in additional lights\, noting the previous discussion regards review of options for future delivery. \n  \nRESOLVED TO RECOMMEND TO FULL COUNCIL to: – \n\nmake a budget virement of £705.00 from General Reserves to New Christmas Lights\nPurchase additional light curtain for the Christmas tree incl the required 2m header bar with 19 sockets\, 19 sets of 24v cool white mini bulbs on 10m cables and the necessary additional 150VA weatherproof transformer at a cost of £705 +VAT\nDo not purchase any new Icicle lights for the Market Square\, placed around the square at the top of the buildings.\n\n  \nNote: Councillor Boles arrived at the meeting at 6.46pm \n\n BUS STOP – CORRINGHAM ROAD / BOB RAINSFORTH WAY (Paper C)\n\n  \nMembers considered request from a member of the public for an additional stop in the vicinity of Bob Rainsforth Way\, between two existing stops. \n  \nThe Chairman read out an email received from Councillor O’Connor in support of the additional stop. \n  \nRESOLVED that the Committee support the request to make a submission to Lincolnshire County Council requesting an additional bus stop is created in the vicinity of Bob Rainsforth Way\, between the two existing stops. \n  \n  \n\n MOSAIC RESTORATION ON THE RIVERSIDE (Paper D)\n\n  \nCouncillor Dannatt informed Members that he had made a FOI request to WLDC regarding the mosaics and it is now apparent that they are a WLDC responsibility. \nCouncillor Young had advised Councillor Dannatt that he would fund the mosaic restoration from his Councillor Initiative Fund. \n             \nMembers NOTED the update from Councillor Dannatt and would leave him to pursue the matter. \n  \n  \n\n CITIZEN OF THE YEAR 2019 (Paper E)\n\n  \nRESOLVED to approve the press release and timeline. \n  \n  \n\n RICHMOND PARK OUTSIDE TOILETS (Paper F)\n\n  \nThe Operations Manager was asked to obtain official quotations for purchase and fitting of stainless steel furniture for Richmond Park outside toilets. \n  \n  \n\n TREE MAINTENANCE (Paper G)\n\n  \nRESOLVED under Standing Order 10.a.xi to exclude the press and public from the meeting in respect of confidential or other information which is prejudicial to the public interest. \n  \nMembers considered quotations received to tree works at Danes Road. \n  \nMembers did question why tree works need to be put through the committee when there is a budget for the works. \n  \n            RESOLVED that: – \n\nFenton Forestry quotation be approved to reduce the height of the hedge to fence height at a cost of £600 +VAT.\nAppointing a contractor for future tree works to be dealt with by the Operations Manager if within budget\, quotations are still to be sought.\n\n  \n  \n\n TREE SURVEY (Paper H)\n\n  \nMembers considered their commitment to a tree inspection programme. \n            RESOLVED to: – \n\nAccept the quotation from Richard Lancaster of £1\,800 – £1\,900 to complete a full tree safety survey of approx. 520 trees spread over approx. 7 sites and completion of a thorough and annotated report\, with safety recommendations and management suggestions.\nBudget is to be taken from the Tree Maintenance Ear Marked Reserve\nRECOMMEND TO MANAGEMENT AND FINANCE COMMITTEE to agree a budget to carry out tree safety inspections on an annual basis.\n\n  \n  \n\n ALL DAY USE OF SITES (Paper I)\n\n  \nMembers considered fees to be applied and criteria to assess fee reductions from Community Groups. \n  \nRESOLVED TO RECOMMEND TO MANAGEMENT AND FINANCE COMMITTEE to approve the daily charge fee structure and evaluation for reduced fees as set out in Paper I. \n  \nThe meeting closed at 7.31pm

At the meeting the group had discussed the agreed actions from March 2018 and subsequent consultation with Parish Church School pupils. Another meeting has been arranged for 1st July at 10am to look at aspirations for the site\, wider consultation and funding. \n  \nCouncillor Boles expressed his disappointment that having raised his dissatisfaction with the time of the initial meeting a further daytime meeting had been called without consultation with the wider working group membership. \n  \nCouncillor Boles requested that the Clerk consult with all working group Members when calling meetings for that particular working group to ensure members attendance and input. \n  \n  \n\n ARMED FORCES / COMMUNITY DAY (Standing Item) (Paper B)\n\n  \nMembers NOTED the update. \n  \nCouncillor Boles requested that the parking on Middlefield Lane adjacent to Marshalls Sports Ground is restricted in order to not block the highway. \nMembers were advised that contact had already been made to LCC Highways department in order to ascertain what measures we can take to avoid parking on the highway. \n  \n\n POPPY CASCADE AND BEACON LIGHTING (Standing Item)\n\n  \nThe Clerk advised that in December 2018 the Committee RESOLVED that they supported the proposal ‘That Gainsborough Town Council look at marking the 100th anniversary of Remembrance Day with a beacon lighting and Poppy cascade’ in its current form and agrees to store the completed poppies at Richmond House. \n  \nApart from the making of poppies the Town Council are unaware of any further progress made in relation to permissions for the cascade. The item will be put on the agenda of the Armed Forces Day\, Remembrance Sunday and War Memorial Working Group in July and will report back to the committee. \n  \n  \n\n CHRISTMAS LIGHTS SWITCH ON (Standing Item) (Paper C)\n\n  \nMembers NOTED the report. \n  \nCouncillor Rollings requested that Alison Shipperbottom from Marshalls Yard be invited to present to the Committee the plans for Christmas lights switch on 2019. \n  \nMembers NOTED the age and need of replacement of some of the town centre lights. \n  \nMembers were of the view that they would like to see an improvement in the lights within the town. \n  \nRESOLVED to get quotes to improve the Christmas tree lights for 2019\, and bring a future paper to Committee with options on new / revamped decorations and possible lease arrangements for 2020 onwards. \n  \n  \n\n GREEN SPACES (Standing Item) (Paper D)\n\n  \nMembers NOTED the report. \n  \nRESOLVED that the Committee agree to remove the Green Spaces standing item from future agendas. \n  \n  \n\n COMMUNITY GRANTS APPLICATION (Paper E)\n\n  \nNote: Councillor Plastow declared a non-pecuniary interest as his son works at Affordable Foods. \n  \n\nEudiamonia request £1\,500 to set up a freezer room facility at the Affordable Foods store.\n\n  \nCouncillor Lambie proposed awarding £1\,000\, no seconder was forthcoming. \n  \nRESOLVED to grant Eudiamonia £500 towards the set up of a freezer room facility at Affordable Foods. \n  \nNote: Councillors Lambie & Plastow abstained from voting on the above resolution. \n  \n  \n\nMarshalls Sports FC request £750 towards cost of football tournament (£400 of which is venue hire & pitch markings)\n\n  \nMembers were advised that Committee had previously agreed to waiver the £400 venue hire charge and award a £500 grant towards the weekend tournament. \n  \nThe tournament was cut from 2 days to 1 day due to the lack of interest from older aged teams. \nThe Clerk advised that full day charges are not fixed in the current fees and charges schedule and will be an item for Management and Finance Committee at their next meeting. \n  \nRESOLVED that once an all-day site hire charge is established by Management and Finance Committee a £400 Community Grant is awarded less the all-day site hire charge. \n  \n\n BUS SHELTERS (Paper F)\n\n  \nMembers NOTED the update. \n  \n                        RESOLVED that: – \n\nGordon Street – no further action until CCTV is in situ and therefore support from WLDC access to transport grant or place making initiatives is more likely.\nChurch Street – continue works with WLDC to explore joint project\, noting the future need for budget virement recommendation. There is no further update at present in relation to the Arts Council England grant funding bid. \n             \n  \n\n WAR MEMORIAL (Standing Item)\n\n  \nMembers were advised that no further progress has been made. \n\n LEVELLINGS IMPROVEMENTS (Standing Item)\n\n  \nMembers were advised of the consultation activity by the Football Association in relation to generation of a Local Football Facilities Plan and that Levellings would feature within this. A report is due to the local steering Board in May 2019 this may inform the wider Levellings project and provide opportunities for funding of specific facilities such as a MUGA. The Clerk also advised that she had been made aware of consideration of the site for a MUGA facility by the Connexions Group via their Youth Council activity. \n  \n\n ARMED FORCES / COMMUNITY DAY (Standing Item)\n\n  \nThe Clerk advised that the Working Group last met on 5th April 2019\, progress to secure infrastructure for the event has been made. Further works are necessary to finalise the entertainment programme and arena itinerary. The group will next meet on 26 April 2019 and will then increase frequency of their meetings. \n  \n  \n\n POPPY CASCADE AND BEACON LIGHTING (Standing Item)\n\n  \nCouncillor C Davies advised that poppy collection was ongoing. The meeting with Victoria from the Old Hall to discuss logistics of a cascade is still to be arranged. \n  \n  \n\n CHRISTMAS LIGHTS SWITCH ON (Standing Item)\n\n  \nThe Clerk advised that the Town Centre Events Committee (WLDC\, MY and GTC) are due to meet soon to review the Gainsborough Garden and Food Festival in June and start conversations in relation to the Christmas event. \n  \n  \n\n GREEN SPACES (Standing Item)\n\n  \nNo report to present. \n  \n  \n\n COMMUNITY GRANTS APPLICATION (Paper B)\n\n  \nThe Clerk confirmed the resolution from Management and Finance Committee on 19 March 2019 to waiver the usage charges to the Club for use of the Marshalls ground 8 – 9 June 2019. Members debated the value of further support from the Community Grants scheme. \n  \nRESOLVED that in addition to the removal of hire and pitch fees a grant of £500.00 is awarded to Marshalls Sports FC to support the two-day football tournament to be held 8th to 9th June 2019. \n  \n  \n\n SHAKESPEARE STREET AND GORDON STREET BUS SHELTERS (Paper C)\n\n  \nMembers considered the report and noted that ownership / responsibility for the Shakespeare Street shelter is still to be determined. Whilst the Town Council have made running repairs since the shelter was installed via a grant from the WLDC Councillor Initiative Fund there is no record of it on the current or historic GTC asset registers. Members noted that there was no budget provision for installation of new shelters. \nRESOLVED that: \n  \nNo further action is taken in relation to the shelter on Shakespeare Street until ownership and responsibility is established \n  \nGrant funding from LCC and WLDC is sought to replace the shelter on Gordon Street \n  \n  \n\n GREEN WASTE GENERAL CEMETERY (Paper D)\n\n  \nThe Clerk advised Members that Paper D remained outstanding as at this point only one quotation had been received and as Finance Regulations require a minimum of two to be considered\, there was no complete report available at this point. \n  \nRESOLVED to defer the item until further quotations are available. \n  \n  \n\n GAINSBOROUGH HOUSE BENCH (Paper E)\n\n  \nMembers considered the position in relation to reinstallation of a memorial bench at Gainsborough House. \n  \nRESOLVED that no further action is taken to reinstate a bench in this location at this point in time due to planned development of the War Memorial area which will incorporate additional seating. \n  \n  \nRESOLVED under Standing Order 10.a.xi to exclude the press and public from the meeting in respect of confidential or other information which is prejudicial to the public interest. \n  \n  \n\n NORTH WARREN ROAD ALLOTMENT CLEARANCE (Paper F)\n\n  \nMembers reviewed the report and the appended quotation. Members noted the previous quotations at similar values and the difficulty to date in securing completion of the works. \n  \nRESOLVED that Pappy’s Digger and Driver be appointed to complete the clearance works at North Warren Road Allotment site as specified within the quotation at £1200.00. \n  \nNote: Councillor T Davies abstained from voting on this resolution. \n  \n  \nRESOLVED to revoke Standing Order 10.a.xi and allow press and public to re-join the meeting. \n  \n  \n\n RICHMOND PARK TOILETS (Paper F)\n\n  \nMembers noted the recent vandalism as detailed within the report. There was discussion as to the need to provide toilet facilities on the park and the lack of alternative public toilets within the vicinity. Members went on to consider if changes to the current regime of locking the toilets Monday to Thursday at 4pm was still appropriate or whether this should be extended to closure over the weekend too. \n  \nRESOLVED to continue with existing arrangements – toilets open from 8am to 4pm Monday to Thursday and open from 8am Friday through to the Monday at 4pm. \nThe meeting closed at 8.05pm

The idea of a Zumbathon / Danceathon was tabled\, suggested between 4pm – 6pm on the day in order to keep members of the public on site for the evening entertainment. \n  \n  \n\n POPPY CASCADE AND BEACON LIGHTING (Standing Item)\n\n  \nCouncillor C Davies advised that 35 people were on board making poppies for the cascade\, and workshops are being held at the Affordable Foods shop. The Operations Manager is to obtain quotations for a contractor who can supply a shelter which is in keeping with the area with installation of shelter and hard standing area who is authorised to work on the highway. \n  \n  \n\n ROSES AWP GOALS\n\n  \nMembers noted the below. \n  \nFollowing consideration at the Community Services meeting 13 November 2018 the Operations Manager has contacted the applicant to explore their finance contribution and arrangements for storage. At the time of dispatch\, no further update is available. \n  \nRESOLVED that the matter of looking into additional size goals for Roses AWP is no longer actively pursued given the potential changes to Roses Sports Ground this year and is removed from future agendas. \n\n CIRCUS REQUESTS\n\n  \nThe Clerk advised that she had negotiated with Planet Circus from £400 per visit to £500 per weeks hire ground rent\, plus a one off £300 non-refundable exclusivity fee this exclusivity agreement is for 5 years. \n  \nRESOLVED to approve the terms the Clerk had negotiated with Planet Circus for the use of Aisby Walk\, a one off £300 non-refundable exclusivity fee and £500 per weeks hire ground rent\, this exclusivity agreement is for 5 years. \n  \n  \nThe Clerk advised that negotiations of the hire fee for Pinder Circus at the Levellings site dependent on days on site and if electricity link up is required is still ongoing. \n  \n  \n\n GREEN CORRIDOR SUBMISSION (Paper C)\n\n  \nMembers consider allocation of Committee resource for submission of comments to aid Planning and Development Committee consideration and commentary to WLDC. \n  \nRESOLVED that Councillor Schofield will review the draft Gainsborough Green Infrastructure Assessment and submit any comments to the Planning and Development Committee to aid their comments on the draft report to WLDC. \nThe meeting concluded at 7.42pm

A Brassard was then organised a made and Flt Lt Alex Rice RAFAC was in attendance at the meeting to receive the Brassard. \n  \nMembers were advised that Corporal Thomas Brackenbury had been chosen by 203 (Gainsborough) Squadron to be the Mayors Cadet which would run for a 12month term. \n  \nFlt Lt Alex Rice RAFAC advised that he would organise a formal presentation of the Brassard from the Mayor in the near future. \n  \nRESOLVED to RECOMMEND TO FULL COUNCIL to create a budget of £200 for the Mayors Cadet from General Reserves. \n  \n  \n\n GAINSBOROUGH IN BLOOM (Paper E)\n\n  \nVaughan Hughes presented proposals from Gainsborough in Bloom to Members. \n  \nRichmond Park \nMembers advised general grounds maintenance and planting would continue as in previous years. \n  \nAshcroft Road Roundabout \nLook into costs to introduce a three tiered floral display \n  \nCorringham Road Roundabout \nVaughan was advised to contact Dave Fanning at Ping with regards to the roundabout. \n  \nTown Centre \n  \nIntroduce way finder signage \nLook into costs to introduce way finder signage \n  \nIntroduce flags in the Market Place \nChristmas tree bracket around the town could the used for flags for the remainder of the year and look into a flag scheme with WLDC and LCC. \n  \nThroughout the town \n  \nBenches and bins refurbishment \n£2\,000 already in ear marked reserves for benches. The Deputy Clerk asked for volunteers for stewarding and stage management. \nCouncillor C Davies advised she would manage the stage and Councillor T Davies would be available for stewarding. \n  \n  \n\nBEAUMONT STREET BUS SHELTER\n\n  \nMembers considered whether the Council would like to undertake the cleaning and maintenance of the shelter on Beaumont Street once installed by LCC. \n  \nRESOLVED to undertake the cleaning and maintenance of the shelter on Beaumont Street once installed by LCC\, and to undertake an audit of the Council bus shelters and get a quote for badges to be attached to the shelters\, belonging to the Council\, stating they are the Council s responsibility. \n  \n  \n\n COMMUNITY RAIL PARTNERSHIP GAINSBOROUGH TRAVEL GUIDE (Paper C)\n\n  \nMembers considered budget provision to support distribution of the guide\, or a general support grant in the 2019/20 budget. \n  \nRESOLVED to RECOMMEND TO FULL COUNCIL to create a budget of £350 for distribution of the Gainsborough Travel Guide from General Reserves. \n  \n  \n\n ROSES AWP GOALS (Paper D)\n\n  \nMember considered a request from a user to purchase 6/7 a-side goals for the large pitch on Roses all weather pitch. \nRESOLVED to get quotations for 6/7 a-side goals and clarify how much the user is willing to pay towards the goal purchase. \n  \n  \n\n DEFIBRILLATOR FOR RICHMOND PARK\n\n  \nMembers considered request from Councillor Woolley to have a defibrillator installed at Richmond Park. \n  \nRESOLVED to budget for defibrillators to be installed at Richmond Park and Levellings in 2019/2020. \n  \n  \n\n ALLOTMENT SECRETARY TRAINING\n\n  \nMembers considered sending the Love Lane Allotment Secretary on Rodent Control Training. \n  \nRESOLVED to take funds from the Allotment budget to send the Love Lane Allotment Secretary on Rodent Control Training along with a member of Council staff. \n  \n  \n\n MARSHALLS SPORTS PAVILION SHUTTERS (Paper F)\n\n  \nMembers considered appointment of contractor to carry out full assessment of condition of roller shutters at both Roses and Marshalls Sports Pavilions. \n  \nRESOLVED to appoint Westwood Security Shutters to carry out full assessment of condition of roller shutters at both Roses and Marshalls Sports Pavilions at a cost of £500. \n  \n  \n\n FUTURE OF GAINSBOROUGH MARKET\n\n  \nMembers were advised that no proposals had been forthcoming from WLDC to date. \n  \nRESOLVED under Standing Order 14n to exclude the public and press. \n  \nMembers were keen to see the Clerk & Leader WLDC meetings reintroduced and to look at the Town Centre and a whole package and not just the market place. \n  \nRESOLVED to allow press and public back in the meeting. \n  \n  \n\n RICHMOND PARK OPENING HOURS\n\n  \nMembers considered opening hours of Richmond Park following recent anti-social behaviour. \n  \nRESOLVED that Richmond Park opening hours be changed to 8am – 4pm 7 days a week. Gate locking arrangements would be as follows: – gates are to be locked at 4pm Monday\, Tuesday\, Wednesday and Thursday and Friday\, Saturday and Sunday the main vehicular gate is to be locked and the pedestrian gate left open. Request that Personnel Committee discuss gate locking across the whole of the Councils estate. \n\n GENERAL CEMETERY CCTV\n\n  \nMember considered installation of CCTV within the General Cemetery. \n  \nMembers did not see CCTV in the cemetery a viable option due to the costs of installation and tree maintenance. \n  \nRESOLVED to not take the issue of CCTV within the General Cemetery any further due to the cost associate with it\, however the Council have undertaken to review gate locking across all Council sites. \n  \n  \n\n 2019 / 2020 BUDGET\n\n  \nMembers consider committee requirements for next year’s budget. \n  \nRESOLVED to request the following be included in the 2019 / 2020 budget: – \n\n£2\,000 Community Rail Partnership\n£2\,000 Gainsborough in Bloom\n£5\,000 Armed Forces / Community Day\n£800 Levellings & Richmond Park Defibrillators\n£200 Mayors Cadet\n£300 Remembrance Sunday\n£5\,000 Community Grants\n£3\,000 Town Events\n\n  \nThe meeting concluded at 9.00pm

Keith Panter for marking the centenary. \n  \nRESOLVED to write to the schools to ask if they would participate in marking the WW1 Centenary and RAF100 Commemorations by making a model or picture to be attached to lampposts around the town. \n  \n  \n\n MOTION FROM COUNCILLOR WOOLLEY REFERRED FROM FULL COUNCIL (Paper G)\n\n  \nRESOLVED that Gainsborough Town Council delivers further Charity Fundraising Events to be organised by Councillor Kenneth Wooley during the remainder of the current civic year with funds raised to go towards Palliative Care within Gainsborough (Scotter Ward at John Coupland Hospital and George Henderson Lodge). \nAdministrative support for the events\, if capacity is available\, is to be provided by the officers of Gainsborough Town Council on a similar basis to support provided by them for previous events organised by Councillor Kenneth Woolley of a similar nature. \nThe extent to which such events are to be considered as part of the current Mayors civic year to be determined by Councillor Richard Craig in consultation with Councillor Kenneth Woolley. \nThe meeting concluded at 7.56pm

Timmins & Sons to carry out clearance works on North Warren Allotments. \n\n MARSHALLS DITCH CLEARANCE (Paper E)\n\n  \nRESOLVED to defer to Management and Finance Committee as there was no budget provision. \n  \n  \n\nTO RECEIVE MOTION REFERRED FROM FULL COUNCIL (Paper F)\n\n  \ni           Motion from Councillor David Dobbie\, seconded by Councillor Steven Ward \n  \nThis Council Notes:- \nThe issues parents of deceased young children have had with items having been stolen from their graves over the past couple of months. \n            The ongoing anti-social behaviour issues that have been occurring on the General Cemetery. \nThe recent damage to the seat\, provided by myself through Councillor Initiative Funding\, at the Reservoir Drive entrance to the General Cemetery on Cox’s Hill. \n  \nThis Council Has:- \nPut CCTV in Richmond Park due to the Veterans Shelter being subject to an arson attack & the Fountain being damaged as well as other anti-Social behaviour on the park. \nSupported the setting up of CCTV in the area of the Recreational Hill play park due to anti-social behaviour in that locality. \nOther concerns over issues of arson and damage to Council property on playing areas around the Town. \n  \nThis Council Believes:- \nSetting CCTV cameras up in the General Cemetery could be an unacceptable intrusion onto individual’s grief when visiting the grave of a loved one. \n            Laying cabling about the Cemetery would be disrespectful of those buried close by. \n  \nThis Council Decides:- \nTo have the bottom gates to the cemetery closed at the end of each working day by members of Ground Staff. \n            Look to have CCTV cameras installed on  \n\nPingle Hill lamppost LCC9 overlooking both Pingle Hill gates.\nHeapham Road lamppost LCC10 covering the main entrance to the Cemetery.\nTelegraph Pole F8074/1 overlooking Reservoir Drive entrance (or on the N.E. corner of the Chapel if there is an insufficient electricity supply to the Telegraph Pole).\n\n  \n            Members considered the above motion \n  \nA Member questioned whether the bottom gates would remain locked all weekend? \n  \n            A Member suggested a feasibility study be carried out in order to gain costs on the project. \n  \nCouncillor Boles informed Members that he had been in contact with the public group\, and as a group they are happy with the proposal and wouldn’t want to see the gates locked again\, and understand the concerns of Members having CCTV over the whole of the cemetery. \n  \nA Member advised that they have not seen any benefits from CCTV on any of the Councils sites or town wide. \n  \nThe Operations Manager advised Members that people can gain access to the extension of the cemetery near to DNC area as their boundaries are not maintained. \nThe Operations Manager advised to speak with WLDC & LCC regarding a camera on Pingle Hill near the new footpath due to anti-social behaviour in the area. \n  \nRESOLVED that Members would like to see CCTV cameras up in the General Cemetery but would find it unacceptable to intrude onto individual’s grief when visiting the grave of a loved one and laying cabling around the Cemetery would be disrespectful of those buried close by.
