SUMMARY:Remembrance Sunday
DESCRIPTION:Town Mayor\, Patrick O’Connor\, will be joining fellow councillors and Gainsborough representatives from military forces\, veterans\, their families\, and local societies at this year’s Remembrance Sunday Morning Service starting at 10:00am on Sunday 13th November 2022 at All Saints Parish Church. \nOnce the Morning Service is complete the Royal British Legion and Clergy will be leading the procession to the local War Memorial\, followed by the congregation and Civic dignitaries. This is where the Two Minute Silence will be observed at 11 o’clock\, the Last Post and Reveille will be played\, and wreaths will be laid. Any individual or organisation will have the opportunity to lay their own wreath or remembrance symbol.

DESCRIPTION:Please find the Remembrance Sunday timetable\, highlighting the key phases of the commemorations taking place on Sunday November 13th 2022. \n\n9:00 – Road closures start on Gladstone Street\, Parnell Street and Fawcett Street.\n10:00 – The service at All Saints’ Church will begin\, the Mayor\, Councillors and other organisations will be attending.\n10:45 – Those who attended the church will then go to the Gainsborough War Memorial.\n11:00 – The Two Minutes Silence will be observed\nApproximately 11:30 – Road closures end.\n\nA bugler will be present to play ‘The Last Post’ and ‘Reveille’ at the War Memorial on Remembrance Sunday. Together we will all gather to remember – anyone is welcome to come and attend the Remembrance Service and following acts of commemoration and will have the opportunity to lay their own wreath or Remembrance symbol if they wish to do so.

Admin Support Officer updated that 10 have been received back to date. \n  \n\nCATERING\n\nCouncillor Dannatt and Admin Support Officer noted to the group that there are currently 4 catering stands. It was confirmed that the Rotary Club are unable to be involved. \n  \n     RESOLVED: To allow Dinky Donuts a space but not Andree Ashcroft. \n  \n\nSTAGE ENTERTAINMENT\n\n  \nRichard Lindsey noted to the group the current entertainment schedule. \n  \nRESOLVED that the stage entertainment be\, La Di Dahs\, Dr Swing\, Jane Darling and Hep to the Jive\, the Admin Support Officer to confirm bookings. \n  \nRESOLVED to accept the quotation from JG Audio for the PA system. \n  \nMethodist Church Choir to liaise with Richard Lindsey regarding a performance. \n  \n\nMARKET PLACE INFRASTRUCTURE\n\n  \n     RESOLVED: Admin Support Officer to book the listed dancefloor \n  \nInvestigations of the riverside festival chairs had not taken place therefore seating is deferred until the next meeting. \n  \n\nNON-STAGE ENTERTAINMENT\n\n  \nRESOLVED: Admin Support Officer to book the Allo Allo characters and Battle pipes and Punch and Judy. \n  \n\nMILITARY VEHICLES\n\n  \nCurrent vehicles attending noted as: \n  \n101st Airborne \nScunthorpe and Lincoln TA would be bringing trucks. \nThe Re-enactors at the Old Hall will have vehicles in that area. \n2 x Aircraft cockpits will be within the market place. \n  \nPing and CO-OP Travel have agreed sponsorship of £350.00 each towards the vintage bus. \n  \n     RESOLVED: Admin Support Officer to book the vintage bus for rides. \n  \nIt was noted that Stagecoach may also provide a vintage bus for journeys \n  \n\nEVENT PROGRAMME\n\n  \nAdmin Support Officer noted to the group that 3x adverts have so far been paid for. \n  \nFree adverts for Ping\, Coop\, Ford\, Old Hall and Gainsborough Town Council \n  \n     RESOLVED: to allow a 50% discount to FunPrintz in the Programme \n  \nRESOLVED: that any discounts offered for Programme/stalls etc must be brought to the working group acceptance \n  \n\nCHILDRENS ACTIVITIES\n\n  \nAdmin Support Officer noted ride quotes to the group \n  \nRESOLVED: to book Tooleys x 2 and additional item from quote to be forwarded by Richard Lindsey. \n  \n     RESOLVED: to not hire inflatables for the event. \n  \n  \nCouncillor Clews noted to the group that the Morton Ladies will be providing activities such as Knitting and Poppy Crafts. \n  \n\nARMED FORCES INVOLVEMENT\n\n  \nFrank Charlton noted to the group that the Army and Air Cadets will be attending and will have a stall and provide activities. \n  \nRichard Lindsey noted that the Lincoln and Scunthorpe TA will attend with recruitment stands. \n  \n\nOUTSIDE BODY LIAISON\n\n  \nIt was noted that The Old Nick are unable to participate/be involved within the event. \n  \nCouncillor Dannatt noted that the Heritage Centre will have a stall and provide vintage children’s games/history displays and vintage tractors. \n  \nAll Saints Church will allow the use of the grounds for a children’s area including hosting an Airsoft activity \n  \nThe Old Hall are organising a living history area on the grounds and will be apply for a community grant to help fund it. \n  \n\nACT OF REMEMBRANCE\n\n  \nFrank Charlton updated the group that he is meeting with the Reverend from All Saints Church soon to finalise Order of Service. \n  \n\nPARADE\n\n  \nThe Parade has been timed to be a 10 minute walk route\, total length of time will depend on length of the parade. \n  \nFrank Charlton noted to the group the need to ensure the various bollards on route were down/removed. \n  \nRESOLVED: that the Parade assembly time will be 10am and the Parade will begin at 10.30am. Members noted the chairs in storage at Richmond House from the Friends of Richmond Park may be of use and free to use. Noting that external funding at an equivalent value is to be pursued and that the same significant level of working group member / volunteer activity is needed to deliver the event to: – \nThat the Committee approves the holding of an Armed Forces / Community Day event in 2020 in Gainsborough town centre on Sunday 28th June 2020 and makes a recommendation to the Management and Finance Committee for budget provision at £5\,000. Noting that external funding at an equivalent value is to be pursued. \n  \n  \n            Note: Councillors Davies & Plastow abstained from voting on the above resolution. \n  \n  \n\n WORKING GROUP MEMBERSHIP\n\n  \nRESOLVED TO RECOMMEND TO FULL COUNCIL to amend Structure and Functions in order to allow 3 additional ‘third party community members with an interest in the project or able to act as a subject matter expert’. \n  \n  \nNote: Ian Bradley\, Chris Rogers and Dick Lindsay left the meeting. \n  \n  \n\n REMEMBRANCE SUNDAY \n\n             \n            Admin Support Officer noted to the group the current progress of the organisation. \n  \nCouncillor Davies and Frank Charlton are to ask All Saints Church if they wish to use the There But Not There figures. \n  \nAdmin Support Officer to print and provide act of remembrance sheets for the war memorial service. \n  \nCouncillor Clews volunteered to help with the tea/coffees on the day. \n  \nMembers of the group clarified that there were 2 plans for Poppy Cascades\, one will be within   the Church and the second is planned to go on the Old Hall in 2021\, however that neither are the             project of the Town Council and therefore are no longer relatable to the Working Group \n  \n  \n\n WAR MEMORIAL\n\n  \n            Admin Support Officer noted to the group ADB Builders have carried out works to level the       block paving around the War Memorial free of charge. \n  \nThe group discussed the need to have drawing/plans made up of where the fence will be moved       to enable the planning application to move forward. \n  \n\n DATE OF NEXT MEETING \n\n  \nThursday 14th November 9.30am \nThe meeting concluded at 10.20am. \n

Admin Support Officer presented an idea to hold a VE celebration in 2020 and postpone Armed Forces Day until 2021 to give time to re-assess the event and have more planning time. \n  \n  \n\n DATE OF NEXT MEETING \n\n  \nProvisional date Thursday 17th October 9.30am \n  \nThe meeting concluded at 10.10am.

It was requested that the monetary value of the staff time to support the event was also included in the summary report to Community Services Committee. \n  \nCouncillor Dannatt presented some of his own observations from attending the event and feedback he had received from the public\, which included: \n  \n\nNeed for clearer identification of the first aid point\nIncreased health and safety checks during the active event\nChildren on bikes caused some disruption during the evening’s entertainment.\n\n  \n RESOLVED that the collected charity monies be donated 50% to SAFFA and 50% to the Gainsborough Scouts\, with the final position included in the submission to Community Services Committee. \n  \nCaz Davies and Frank Charlton abstained from the discussion and subsequent voting in relation to charity allocation. \n\n REPORT TO COMMUNITY SERVICES\n\n  \nThe group reviewed the draft report as previously circulated and requested the addition of staff costs and final charity collection figures into the report. Members noted the need to shorten the event for 2020. \n  \nRESOLVED to amend the recommendation within the draft report in relation to budget request from £2\,700.00 to £5\,000.00 \n  \nRESOLVED to recommend that a shortened event from 11am to 5pm is held in 2020 at Marshalls Sports Ground on Armed Forces Day 2020 (27th June). \n  \n  \n\n REMEMBRANCE SUNDAY\n\n  \nMembers noted the current position regarding Remembrance Sunday arrangements. The Clerk requested an update on the planned Poppy Cascade\, the members organising this advised that discussions with LCC regards use of the Old Hall had been deferred due to consultation with English Heritage as to future control of the site. However as there was now clarity a meeting would be pursued\, however should a cascade in this location not be possible then this would be created within the Church. \n  \n  \n\n WAR MEMORIAL PROJECT\n\n  \nThe Clerk gave a brief update as to the current position and the funds to date at £2\,500.00 held in earmarked reserves. She noted the original indicative costs at £60k – £80k for the full project including the roll of honour. She advised the group that enquiries had been made to WLDC as to the need for planning permission if works were just to fencing and ground space via development of the memorial garden only. The resulting advice was “that it is highly likely that this development will require planning permission and further assistance can be provided through a further pre-application enquiry”. \n  \nThe Clerk advised that the current cost of a pre-application submission to the Planning Authority was £146.00 plus VAT. Councillor Panter expressed his significant frustration at the slow progress of the project and referenced work he and another Councillor had already done in relation to moving fencing. Cllr Panter advised that he would not attend any further meetings of this Working Group and left the meeting at 9.52am. Remaining Members were keen that pre-application advice was sought in order to progress the project. \n  \nRESOLVED that a recommendation for the associated spend be made to Community Services Committee. \n  \nFrank Charlton noted to the group that the project has RBL support and that a significant proportion of the ‘Clock in the box’ funds will be donated to the project at £457.00. He further advised that Gainsborough Lions wish to support and raise funds for the project but need a presentation of the project including a costed project outline to secure match funding from within their wider organisation. He reiterated the RBL’s position in supporting the project. \n  \n  \n\n COMMITTEE MEMBERSHIP\n\n  \nThe Chair advised that Cllr Schofield had resigned from the Working Group. The Clerk advised that the vacancy would be referred to Full Council. \n\n DATE OF NEXT MEETING \n\n  \nMembers agreed that the next meeting would be arranged for a Thursday in September\, after the evaluation report and 2020 proposal had been considered at Community Services Committee on 11 September 2019. \nMeeting concluded at 10.08am \n

Members agreed that civic invitees may park on site. \n  \n  \n\n CHARITY ALLOCATION\n\n  \nMembers discussed the requirement of charity allocation to be for local charities\, and now to be chosen after the event. \n  \nRESOLVED – to purchase 5x lockable charity collection buckets. (C Davies abstained) \n  \n  \n\n ACT OF REMEMBRANCE\n\n  \nCouncillor Davies noted to members that the Act of Remembrance is in place\, service sheets have been produced to be handed out at the event. \n  \n\n STEWARDS/STAFF BRIEFING\n\n  \nMembers agreed to hold a stewards meeting at 10am on the day of the event in the pavilion.          Office to create sheet/pack to hand out so everyone has a copy of safety plans/procedures/rules               for bar/food area. \n  \n  \n\n STAGE AND ARENA TIMETABLE & BOOKING UPDATE\n\n  \n            Members noted the current timetables and any changes. \n  \n\n ACTIONS UPDATE\n\n             \nAs the stalls now have reached 28\, the stall hire will be kept at 30 to allow for any additional    bookings. \nCllr Davies noted to the group that following police meetings\, they are happy with the event            and have no concerns. \nSite plans are currently being mapped out. \nHay bales will arrive Friday afternoon\, individuals will collect after the event. \n  \n  \n\n DATE OF NEXT MEETING \n\n  \nMembers agreed that the next meeting would be arranged for Friday 28 June 2019 – 3.00pm on site. \n  \n            Meeting concluded at 10.11am.
